Defined contribution pension schemes Defined contribution pension governance At Buck Consultants at Xerox, we firmly believe that if you have taken the time and energy to set up a pension arrangement to benefit your staff, it should be regularly reviewed – and we are not alone. The Pensions Regulator (TPR) has set out its view of what good governance looks like, so that all schemes can review their governance design in line with six defined contribution (DC) principles, comprising of 31 detailed quality features. To comply with each of these, all group personal pension schemes should be reviewed, monitored and managed through a governance or management committee. Within the TPR framework, we start by setting out the objectives of your committee. Achieving better outcomes for pension scheme members is typical of the sort of issues we tackle, and setting a metric to measure this by, such as an income replacement ratio or average contribution rate, can help to monitor progress towards meeting this objective. What does good pension governance look like? Whatever the size of your scheme, there are some basic checks to ensure the scheme is operating effectively, such as: • Payments made and invested on time • Accurate and up-to-date record keeping • A provider that is fit for purpose, with a competitive charging structure and accurate administration services • A default investment strategy is suitable to the demographics of the membership • Accurate, clear and engaging member communication. Once these checks have been made, we move on to the areas where we can add real value. These tend to have the greatest material effect on member outcomes. By measuring a number of standard metrics, we can, for example, assess where more focused communications could help to guide members’ behaviour and potentially improve their outcomes at retirement. For example… There are a number of modellers and calculators available to help members understand how much they need to invest to achieve the income they want in retirement. If members are not accessing these, we can facilitate the use of a bespoke modeller and provide workshops or one-to-one sessions to help members use it to reach their target retirement income. Many people don’t fully understand the relationship between the level of personal investment now and their income at retirement and, as a result, don’t realise how much they need to invest. The success of this exercise would be measured and reported on in the next governance report.
