  2. 2. BACKGROUND: The state of Gujarat is one the fastest growing industrialised and urbanised states in India. Around 40% of the total state population resides in urban area which is more than national average. The growth has also witnessed increased demand for man power for both industrial as well as service sector. In the flip side, it is observed that there is growing population (mostly migrated) without marketable skill to tap the requirement. There is a mismatch between the supply of and demand for man power to work in this market segment. The demand for the requirement of man power in both this sector are three kinds: 1. Entry level skilled Man Power. Here the man power with minimum entry level education, computer skill, and English speaking skill with high energy are most suitable. 2. Basic level skilled Man power. Who can perform role as marketing manager, sales manager and Executives in services and manufacturing sectors. 3. High level skilled Man power: To perform role of mid and senior management functions. Considering the above, Shree Jaganath Cultural Academy and Research Centre a social and development organisation did a market study in select pockets of urban and peri urban areas in Ahmedabad city. The study reveals that the following below: 1. There is high mismatch between the supply of and demand for the man power. 2. Large no of unemployed youth (mostly from migrant households) are home based and engaged in informal sector work with lower income. 3. Insecure income and employment: Being in informal sector and with low employability skill, the employment is casual in nature, irregular and without any work time line. There is no agreement on service between employer and the employees, leading to insecurity of service term. 4. Long distance of workplace: A youth spends long hour for travel as there is poor mechanism to know availability of work in the near vicinity, except through network. 5. Insufficient knowledge and skill set of these workers on the demand and use of modern equipments, leading to low income. Shree Jaganath Cultural Academy and Research Centre (JCARC): JCARC is an integral part of Orissa Socio Cultural Association, Ahmedabad was has been functioning since 2006. After having informal presence for more than 5 years, with the able guidance of its distinguished members, JCARC got registered as a Society under Gujarat Society Registration Act. One of the main objectives of JCARC is to contribute meaningfully in the social development process in Gujarat.
  3. 3. Governance: JCARC governing board is represented by senior serving Bureaucrats, renowned ex Bankers, Technocrats & Professionals. A team of young professionals are also associated with day to day management of the society. Capacity: The society though recently got registered, yet have adequate experience in implementing social development and research projects in Gujarat. The society has an office set up with adequate modern communication systems. Proposed Project: JCARC proposes to have a project for development of unemployed youth working in informal sector. The project will address the skill gap requirement of present unemployed youth in urban and peri urban areas of Gujarat state by improving their skill, increasing their negotiation power and making critical intervention in the market. Project Title: Improving livelihood opportunities of urban unemployed youth in Gujarat. Project Objectives: 1) To enhance livelihood of 1500 unemployed youth from poor and vulnerable households by providing opportunity and upgrading their skills such on urban employability program (Retail sale skill, Business Process Outsourcing, Computer, IT Enabled Services and other skills such as Office keeping, Hospital Care etc.). 2) Facilitate market linkages so that the trained man powers are placed in suitable options. 3) Make positive impact in the life and livings of the unemployed youth. Project Components: 1. Market Scanning and developing detailed project plan: A detailed market scanning will be organised by JCARC by undertaking sample survey in select cities of Gujarat. The market scanning will be done by a professional team. 2. Setting up Urban Employment Training Centres: Entry phase: 5 centres in Ahmedabad city. Further the centres will be replicated to other cities and urban areas. The centres will have computer systems and adequate teaching and learning materials required for the training program. 3. Training module development: Training module on Urban Employability Services namely Retail sales and marketing, Business Process Outsourcing, Computer, Sales, and Hospitality will be developed and administered through the training program. 4. Training 12 batches of unemployed youth. Each batch has 50 youth with 5 employability trades. 5. Monitoring and Process documentation: Monitoring as defined by JCARC is supportive supervision with an aims for undertaking mid course correction in case of deviation.
  4. 4. Project Activity As a pilot project, JCARC proposes to implement the project in 5 identified locations in urban and peri urban areas of Ahmedabad city. The project shall comprise of the following activities: 1. Establishment of five “Urban Youth Employment Skill Centres in five identified locations in Ahmedabad city. 2. Mobilization of unemployed youth for registration and undertaking skill up-gradation. 3. Capacity building of registered youth with skills matching market demand. 4. Creation of an up gradable data base with internet connectivity to the central data base at centre level and web portal at central level. 5. Development of IEC materials and organizing IEC campaign for mobilization of project Participants and customers (users). 6. Testing, certification and Placement to trained project participants. Project Duration: Pilot phase 1. Entry Phase: 6 Months (Product innovation and piloting) 2. Formulation phase: 1.5 Years (Replication) Operational Areas: Project Location: In the pilot phase the following locations are identified for setting up of Urban Youth Employment Skill Centres. 1. Sabarmati: 2 Centres 2. Gota: 1 centre 3. Chandkheda: 1 Centre 4. Bopal Expected Output: 1. Project would facilitate upgrading the skill base of 1500 urban unemployed youth and provisioning better employment opportunity for them. Project outcome Summary: The total project cost for the project period is worked out to be Rs. 61, 99, 000/- out of which there is Rs 6, 00,000 community contribution which is envisaged to be generated from project participants. The total amount requested is Rs 55, 99, 000/-. The program cost is 95 %, administration and overhead cost is 5 % of the total project budget. The project directly provides benefit to 1200 Unemployed youth/ households by Livelihood enhancement and facilitate economic empowerment of 6000 people in total.
