4. BIID involvement in Telecentres
1. Manage the Grameen Phone Community Information Centre
(GP CIC) network of 500 telecentres : Training, awareness
building, service offering and monitoring
2. Developed framework of Union Information and Service
Centres (UISC) and offered training and e-services

5. Vision and Strategies for SparkLab
Bangladesh
SLB will be the leading Innovation hub for ICT4D among the stakeholders as the most
reliable & diversifed initiative with sustainable approach providing services to both public
(Government and NGOs) and private sector. Our strategic objective is Leading Through
Innovation.
Experience in
Telecentres
To realize its vision, SLB will adopt following key strategies :
-Applying existing knowledge (information and expertise in aid to innovate products &
services for economic and social development).
- Piloting/concept testing to roll-out/scale-up new/existing services.
Understanding citizens (target audience) need and national / global development priorities
to decide among alternate investment opportunities.
- Multi Stakeholder Partnership including collaborating with Government; national and
global private sector leaders in the ICT sector; and academia to leverage impact of planned
initiatives, resource mobilization and utilization.
- Integrate new ICT tools including mobile based solution and social media.
- Constantly update and adopt environment friendly and sustainable technologies which are
more suitable are relevant for target benefciaries.
- Specifc emphasis on gender issues at every stage, from project development to its
implementation and evaluation.

8. Making SparkLab Bangladesh (SLB) Sustainable
Business Model
• Within 3 years of launching, SLB will reach at break even and
Initial 24 months will be in inception phase to assess market and
develop & brand services to the potential clients, partners &
investors.
• By 2015, SLB will start offering commercial services and charge
Fees (12-15%). A strong Business Development Unit will be
assigned for networking and bidding.
• Partner with Impact Investors for investing in other
sustainable projects in the region and manage / invest funds as
Equity Investor
• Represent and show case SLB services at global forums

Key Target Areas
• SLB will identify the major demanded services to focus
based on local requirement / need and investors interest
• Technology will be major driver to set the SLB strategy for
selecting ICT tools targeting specifc sector and services
based on readiness
• Will build on BIID’s core expertise areas like e-Agriculture,
e-Health and rural entrepreneurship
• Geographical coverage will spread beyond APTN region

Way Forward
• Launching in December 16, 2013 (If possible) as the Day is the
Independence day of Bangladesh
• BIID will host the Spark Lab Bangladesh and share cost for
operational and management
• Invite national and global leaders and organize a mega event
• Signing Partnership (at least 2 potential Partners from Private
sector and development Agencies) on the Launching day
