  • 10. Features of APA in Bangladesh 1. APA is target based and time bound. 2. Targets are generally explained by vision, mission, strategic objectives activities and indicators set by an office for a financial year. 3. APA is evaluated against a total score of 100. 4. This score is distributed among the strategic objectives. 5. Each strategic objectives has activities and every activity has performance indicators. Scores are also distributed against each indicator. 6. The targets are measured in five scales- Excellent (100%), Very good (90%),Good (80%), Fair (70%) and Poor (60%).

The Annual Performance Agreement should contain a preamble and following six sections: • Section 1: Ministry/Division‟s Vision, Mission, Strategic Objectives and Functions. • Section 2: Strategic Objectives, Priorities, Activities, Performance Indicators and Targets • Section 3: Trend values of the Performance Indicators. • Section 4: Description of Performance Indicators, Implementing Departments/Agencies and Measurement Methodology • Section 5: Specific Performance Requirements from other Ministries/Divisions • Section 6: Outcomes of the Ministry/Division
  • 15. Section 1- This section provides the context and the background for the APA. It creates vision and mission for ministry or division. A logical connection between vision, mission, functions and strategic objectives is required. Section 2- This section has some different criteria to set like strategic objectives as optional or mandatory, priorities, activities, performance Indicators and targets. Section 3- For every performance indicator and the corresponding target, APA must provide actual values for the past two years and also projected values for two outer years.
  • 16. Section 4- APA must contain a section giving detailed description of various performance indicators and the proposed measurement methodology. Ministries should specify in Section 4 of the APA, the basis on which they have set the targets. Section 5- This section should contain expectations from other ministries that impact the ministry's performance and are critical for achievement of the selected performance Indicator. It is important to note that this section is not meant to provide alibi for potential shortfalls in targets.
  • 17. Section 6-In Column 4 ministry/division is expected to mention the performance indicator (s) to measure impact. Columns 6 to 10 give the expected trend values for various performance indicators. Like, Vision and Mission, Outcomes do not (and should not) change from year to year.

Annual Performance Agreement in Bangladesh The government of Bangladesh has introduced per formance evaluation system, known as Annual Performance Agreement (APA), for all government offices since 2014-15 financial years. The purpose was to encourage activities that are result-oriented as well as to ensure institutional transparency, accountability, proper utilization of resources and above all enhancing institutional efficiency.

Prospects of APA in Bangladesh Scholars across the world including those in Bangladesh ponder on the way public servants can be made more accountable, and their actions can be made realistic, complementary to development discourse, and pro-people. From long back, the performance target for Deputy Commissioner (DC) and Upazilla Nirbahi Officer (UNO) has been fixed. Similarly, there are defined targets for those who conduct judicial functions, e.g., the required number of hearings to be completed or the numbers of statements of the witnesses to be recorded, number of judgments to be passed etc. The developed world started implementing specific performance frameworks long ago to make public servants more accountable. Devising a way to improve the performances of the public servants has now become highly necessary in our country.
