  4. 4. Saritsa Foundation analyzes that reasons for their vulnerability are that they have no opportunity to build their knowledge to respond, or learn to adhere to early warning. It is a reality that they have never thought of immediate plans, they have not thought of a process for moving out of their houses, offices , institutions and schools. They have not discussed and planned with their families to cope with such emergencies, friends, community members including people in local governance. They are never a part of plans or decisions for DRR. The parents and families of persons with disability themselves are very little aware to plan for them They are not aware about their evacuation plans, their transportation, protection of women and girls from sexual violence, food, water, shelter, latrines and medicine provisions as well as their buddies or care takers.
