Capital projects are posted to the State Purchase & Contract website – http://www.doa.state.nc.us/pandc/ – at the Interactive Purchasing System (IPS) link, under Bids by Department – UNC General Administration Design/Construction. Capital Projects require bid, performance and payment bonds. UNC Charlotte typically pre-qualifies general contractors for every project. Informal construction projects (requirements less than $500,000) at UNC Charlotte are typically managed by the Materials Management department – http://www.purchasing.uncc.edu. These bids are posted to the State Purchase & Contract website – http://www.doa.state.nc.us/pandc/ – at the Interactive Purchasing System (IPS) link, under Bids by Department and UNC at Charlotte. Informal requirements for UNC Charlotte will have Bid Numbers that begin with the number 66. Informal requirements less than $300,000 typically do not require performance or payment bonds. UNC Charlotte does not pre-qualify contractors for Informal projects; however, mandatory pre-proposal meetings are required. 4
  5. 5. Note 2: There are times when the Capital Projects team is responsible for an Informal construction project. Those projects are typically handled like Formal projects in that the contractors are pre-qualified for the project. Mandatory pre- bid meetings may or may not be required. Construction projects less than $30,000 are not typically posted to the state Interactive Purchasing System. The Design Services department, which is part of Facilities Management, has the flexibility to select the vendors who are contacted to provide quotes for these projects. Materials Management has the same flexibility regarding the selection of contractors for projects less than $30,000. Contractors typically selected for these requirements must have previous experience working on state and/or local government projects. Minority, Women, and Disabled-owned Businesses are encouraged to participate on UNC Charlotte construction projects and to obtain Historically Underutilized Business (HUB) certification from the state to be part of the Statewide Uniform Certification (SWUC) Vendor database. Only firms listed in the SWUC Vendor database may be counted towards minority participation goals on UNC Charlotte projects.
