Electronic Proposal Submission, NIH and Grants.gov <ul><li>Didn’t they say? </li></ul><ul><ul><li>In May 2005 NIH announced: </li></ul></ul><ul><ul><ul><li>Fall 2005 – begin to pilot live SF424R&R apps using Grants.gov </li></ul></ul></ul><ul><ul><ul><li>May 2007 - goal is to clear PHS-specific forms to 424RR and NIH instructions </li></ul></ul></ul><ul><ul><ul><li>September 2007 – open 424RR Submission for “all” applications </li></ul></ul></ul><ul><ul><ul><li>May 2008 - Mandate 424RR+PHS-specific for “all” apps </li></ul></ul></ul>
  3. 3. <ul><li>Now what are they telling us? </li></ul><ul><ul><li>In August and September NIH announces: </li></ul></ul><ul><ul><ul><li>They will begin to transition apps to Grants.gov by individual research program/funding mechanism </li></ul></ul></ul><ul><ul><ul><li>ALL apps in response to transitioned mechanisms will require electronic submission through Grants.gov on SF424 “forms” </li></ul></ul></ul><ul><ul><ul><li>Mechanisms not yet transitioned will continue to require submission on PHS398 on paper </li></ul></ul></ul><ul><ul><ul><li>Submit through Grants.gov using SF424 beginning: </li></ul></ul></ul><ul><ul><ul><ul><li>December 1, 2005 – SBIR/STTR (Small Business Research) </li></ul></ul></ul></ul><ul><ul><ul><ul><li>December 15, 2005 - R13/U13 (Conference Support) </li></ul></ul></ul></ul><ul><ul><ul><ul><li>February 17, 2006 – R36 (Research Dissertation Grant Program) </li></ul></ul></ul></ul><ul><ul><ul><ul><li>February 25, 2006 – R15 (Academic Research Enhancement) </li></ul></ul></ul></ul><ul><ul><ul><ul><li>June 1, 2006 – R03, R21 & R33 (Small Grant Programs and Exploratory/Development Research) </li></ul></ul></ul></ul><ul><ul><ul><ul><li>October 1, 2006 – R01 (Research Project Grant Program) </li></ul></ul></ul></ul><ul><ul><ul><li>Mid-Nov. 2005 - will post full schedule with all remaining mechanisms </li></ul></ul></ul><ul><ul><ul><li>By the end of May 2007 require all submissions of all mechanisms through Grants.gov using SF424 family of forms/data set </li></ul></ul></ul>

Using PureEdge and Grants.gov What’s the Basic Process? <ul><li>PI enters Grants.gov </li></ul><ul><ul><li>Selects “Getting Started” </li></ul></ul><ul><ul><ul><li>Selects “grant researcher” </li></ul></ul></ul><ul><ul><li>Identifies Funding opportunity </li></ul></ul><ul><ul><li>Downloads required software </li></ul></ul><ul><ul><ul><li>PureEdge Viewer </li></ul></ul></ul><ul><ul><li>Downloads application package </li></ul></ul><ul><li>PI must have NIH Commons account </li></ul><ul><li>PI must have PDF creation software </li></ul>

Pure Edge & Grants.gov Basic Process (cont.) <ul><li>PI completes the application within PureEdge viewer </li></ul><ul><li>Transmittal and hard copies are processed through the School and delivered to ORS </li></ul><ul><li>Electronic copy sent to ORS </li></ul><ul><li>ORS will review and submit to Grants.gov </li></ul>

Then…… <ul><li>Application is available for agency validation </li></ul><ul><ul><li>Email sent to PI and ORS when received </li></ul></ul><ul><li>PI and ORS verifies application in NIH Commons within TWO days of receipt of email. </li></ul><ul><ul><li>PI and ORS can see validation errors and warnings </li></ul></ul><ul><ul><ul><li>Errors must be fixed </li></ul></ul></ul><ul><ul><ul><li>Application must be resubmitted prior to deadline </li></ul></ul></ul>
  8. 10. What Does that Mean?? <ul><li>Applications are to be submitted to Grants.gov DAYS ahead of the deadline </li></ul>
  9. 11. Time is of the Essence <ul><li>New Forms – New Definitions </li></ul><ul><li>New process – Unforeseen problems </li></ul><ul><li>PI’s should request NIH Commons account at least two weeks prior to submission </li></ul><ul><li>Currently there is no native Macintosh client for PureEdge software </li></ul><ul><ul><li>Macintosh users need Windows emulation program and special instructions or work entirely on-line using a Citrix server solution with Grants.gov </li></ul></ul><ul><ul><li>Grants.gov promises a real Mac solution for PureEdge sometime in 2006 </li></ul></ul><ul><li>Subcontracts also required electronically </li></ul>

Getting Started <ul><li>Read the instructions and review the tutorial </li></ul><ul><li>The University is already registered in Grants.gov </li></ul><ul><ul><li>Individual PI’s and BA’s do not need to be registered </li></ul></ul><ul><li>The University has a Data Universal Number System (DUNS) number and is registered in the Central Contractors Registry </li></ul><ul><ul><li>Do not reregister the institution </li></ul></ul><ul><li>All PI’s must be have an account in the NIH Commons </li></ul><ul><li>PI’s must download and install the free PureEdge viewer </li></ul>
