Eurotowns Aims & Objectives <ul><li>To etabilish a distinctive policy agenda for Europe's middle sized cities </li></ul><ul><li>To create a forum for partnership working and collaboration </li></ul><ul><li>To organise a programme of lobbying, PR and opinion forming </li></ul><ul><li>To assist members to access funds for projects and research </li></ul><ul><li>To establish strong links with the European Commission, MEPs, </li></ul><ul><li>The Committee of the Regions and other appropriate networks </li></ul><ul><li>To organise a a programme of research and development </li></ul>

Document framework <ul><li>White Paper “European Transport Policy 2010: Time to decide” </li></ul><ul><li>3rd Report on the economic and social cohesion of the 18th February 2004 </li></ul><ul><li>“ Towards a Thematic Strategy on the Urban Environment” - COM (2004) 60 final - EC 2004”. </li></ul>

The first steps <ul><li>April 2005 </li></ul><ul><li>1 st proposal from Reggio Emilia to EUROTOWNS Executive Council </li></ul><ul><li>Autumn 2005 / (Sept 2005) </li></ul><ul><li>Eurotowns Executive Council agrees to establish task teams, which should be formal and standardised. </li></ul><ul><li>January / February 2006 </li></ul><ul><li>Eurotowns Mobility Task Team Secretariat is established </li></ul><ul><li>February 2006 </li></ul><ul><li>EMTT Secretariat sends “Call for Candidates Eurotowns” to all EUROTOWNS and CAPTURE members. </li></ul>

Task team membership <ul><ul><li>“ Call for Candidates European Cities” sent to 169 Italian cities and 30 European cities. </li></ul></ul><ul><ul><li>Girona, Hasselt and Vigo and only 4 cities in Italy replied with a detailed data sheet. </li></ul></ul><ul><ul><li>Eurotowns/Capture members are asked to disseminate Knowledge of the team to cities of their nations </li></ul></ul><ul><ul><li>no reply </li></ul></ul>
  7. 7. Difficulty 1 <ul><ul><li>LIMITED PARTNERSHIP </li></ul></ul><ul><ul><li>INVOLVEMENT / PARTICIPATION </li></ul></ul><ul><ul><li>After three months of partners’ search EMTT was consisting of 3 Eurotowns members and 4 Italian cities. </li></ul></ul>

Actions <ul><li>Aim: Involve EMTT candidates and the whole Eurotowns/Capture Network in a European project proposal on sustainable mobility and energy, traffic, pollution matters </li></ul><ul><li>“ Intelligent Energy for Europe” Programme </li></ul><ul><li>Steer programme, (deadline 31st of October) seems one good chance to finance projects that could contribute to defining new solutions to mobility problems ! </li></ul><ul><li>NO REPLY from the EMTT members or Eurotowns capture members (exept Girona) </li></ul>

Difficulty 2 <ul><li>LITTLE SENSE OF OWNERSHIP </li></ul><ul><li>NO STRATEGY AGREEMENT </li></ul><ul><li>Difficulties in identifying the correct programmes and calls </li></ul><ul><li>Problems in defining the topic ( European sustainable mobility): </li></ul><ul><ul><li>Is there a true interest on working on fuels and alternative sourses of energy? </li></ul></ul><ul><ul><li>Is a local government comptent to work o biomasses? </li></ul></ul>

Difficulty 3 <ul><li>NO RESTRICTED EMTT MEETING </li></ul><ul><li>HAS BEEN ORGANIZED </li></ul><ul><li>Due to a major re-structuring of the minicipal structure Reggio Emilia and the Reggio europa office (EMTT Secretariat) did not have the chanche to arrange a task team meeting in the first 10 months </li></ul>
  11. 11. What to do for the future?

The actions in the short term <ul><li>Reggio Emilia will proceed in presenting the IEE Project proposal on alternative energies. </li></ul><ul><li>Reggio Emilia will share the results of the project with eurotowns members thus contributing to the dissemination phase. </li></ul><ul><li>Eurotowns members eventually could still participate to the project proposal “ B-UTILIS: To promote biomass utilization” implementing the 2nd objective –the communication campaign – with a little budget </li></ul>

The actions in the medium / long term <ul><li>Arrange for a partner meeting in RE to: </li></ul><ul><ul><li>Agree on a common definition of european sustainable mobility and map the areas of interst of the different cities </li></ul></ul><ul><ul><li>Map the best practices existing in each country / map the needs of each city </li></ul></ul><ul><ul><li>Agree on a agenda of priorities </li></ul></ul><ul><li>Searching for new european project opportunities (aiming not only at fostering the research but also at sharing existing knowledge and experiences) </li></ul><ul><ul><li>Interreg/CIP/FP7 </li></ul></ul>
