Challenges paying for infrastructure are not a new dilemma, but our recent study took strides to better understand our CUSTOMERS’ priorities, and our COMMUNITIES’ challenges and where the greatest opportunities were. We had to ask the question, “Are our programs adequate, and how do we help those most in need?”
