Montenegro has an objective to bring greater coherence to the medium term planning system in order to
help the Government to achieve its objectives more effectively. With that purpose in mind, SIGMA drafted
the Options Paper on Establishing a more Comprehensive System of Medium Term Planning.
The objective of the workshop is to discuss the options outlined in the SIGMA Options Paper, learn from
other country experiences on how to set up a medium-term planning system, and agree on the way forward
to implement the upgrade of the medium term planning system in Montenegro.
The participants of this working meeting are primarily senior civil servants from the Centre of Government
institutions, such as the General Secretariat, Ministry of Finance and the Ministry of Foreign Affairs and
European Integration, and other key ministries.
