Some Effects of Climate Change Basically unstable - unseasonal - unpredictable Both decreasing and increasing trends in mean annual rainfall in different areas of the region Increased intensity and frequency of rainfall in many parts Cyclones+Winds+High Tide = Flood+Erosion+Health Risks Species migration towards poles Ocean acidification and coral reefs bleaching Winners and Losers – Inundated plains vs. Drought

Developing countries in Asia are more vulnerable to climate change Developing countries have higher levels of sensitivity to climate change impacts Developing countries are experiencing high levels of population growth Developing countries already experience high levels of migration, climate change will make this worse climate induced migration has been growing in recent years (ADB,2010) Increased conflicts and social stresses A lack of adequate water infrastructure and management developing countries are highly dependent on

Fail to Prepare then be Prepared to Fail 1.Know where you are - Identify vulnerabilities and opportunities at local, national and regional - Planning, awareness etc; 2.Focus money and effort on adaptation and mitigation 3.Integrate fisheries policies with national and regional Disaster Risk Reduction plans; - ISDR 4.Make Pro-Poor and Gender policies – Super Vulnerable; 5.Reduce Green House Gas Emissions GHG; 6.Better resource management, market diversification; 7.Develop Parametric and Regional Insurance Funds CCRIF;

The way forward (1) APFIC/FAO Regional Consultative Workshop 4SF • Establish and or strengthen a framework for DRM, CCA and SSF at national; •Develop Guidance on DRM and CCA – FAO – FAEG •Integrate regional fisheries into DRM and CCA platforms; •Develop standardized procedures for response; •Develop national strategies for livelihood diversification for improved resilience; •Strengthening Community Based DRM in fisheries •Development and implementation of NAPAs

The way forward (2) Participate in the international fora and instruments •United Nations Framework Convention on Climate Change – UNFCCC •International Panel on Climate Change - IPCC • United Nations International Strategy Disaster Reduction – UNISDR •ASEAN Agreement on Disaster Management and Emergency Response(AADMER) •Global Partnership for Climate, Fisheries and Aquaculture PaCFA •Special Climate Change Fund - SCCF

Conclusions •Already have Plans and Strategies – •Fisheries and Aquaculture still not fully integrated into international platforms •Capacity and funding are lacking to accelerate the processes •NAPAs and different funds are available – but work needs to be done to get the funding •Still many Gaps in knowledge about the impacts and how to approach adaptation and mitigation.
