It was to difficult to maintain or use, so employees invented various workarounds • Example: Since users couldn’t search to find documents, department admins would put links to files in Word documents and users would use Word instead of PIER • Example: Since new hires couldn’t find anything on PIER, other employees would send them old outdated copies of forms causing confusion and rework
