that the creation, dissemination and publication of photographs, video footage or other
images of any objects which are permanently located in physical public places
("Freedom of Panorama") shall be permitted as a mandatory exception
and that this initiative on copyright makes for wider understanding of artistry and
creativity and their importance for the development of society,
