Cyberspace is defined as ”a domain characterized by the use of electronics and the electromagnetic spectrum to store, modify, and exchange data via networked systems and associated physical infrastructures.” Cyberspace is the dynamic, globally interconnected information infrastructure, critical and essential to our nation’s security and economy, and the interaction of modern society. Cyberspace is also the global communications infrastructure underlying modern technological society. It is a critically elemental framework that directly impacts our businesses, essential services, national and economic security, and personal lives. Cybersecurity embraces both the public and private sectors, and spans a broad range of issues related to national security, whether through terrorism, crime, or industrial espionage. One form of cybercrime, or e-crime, is industrial cyber-espionage in which one company actively attacks another, through cyberspace, to acquire high-value information. Cyber-terrorism, or e-terrorism, presents challenges for the future. We must be prepared for terrorists, seeking to take advantage of our increasing internet dependency, to attack or disable control of our critical infrastructures and key systems. Cybersecurity is defined as “the protection and control of data, physical systems, networks, and network infrastructures.” Information Intelligence is defined as “knowledge resulting from discovery, collection, processing, integration, analysis, evaluation, interpretation, and/or understanding of available information.” The C3i Group provides leadership on issues relating to privacy and the free flow of information in a secure and reliable manner. The C3i Group will: n Engage the international community to build consensus on the broad principles that will sustain and enhance the prosperity, security, and openness of our cyber-world n Advocate for strengthening of the rule of law in cyberspace through the promotion of the Convention on Cybercrime of the Council of Europe (also known as the Budapest Convention on Cybercrime), the leading treaty to combat cybercrime internationally. The Convention on Cybercrime of the Council of Europe is the only binding international instrument on the issue of cybercrime. The Convention serves as a guideline for any country developing comprehensive national legislation against cybercrime and as a framework for international cooperation between state parties to this treaty. n Work closely with public-private sector and academic partners on cyberspace initiatives by promoting relationships, cooperation, and collaboration for Information and Communications Technology (ICT) development between international counterpart agencies engaged in cyber capacity- building n Develop our (common) ability to adequately and proactively prevent, detect, and defend against and recover from the full range of national and domestic security threats we face in cyberspace n Organize and coordinate efforts focusing research and development programs to improve cybersecurity through joint venture – research and development proposals providing joint and coordinated funding and project collaboration to ensure transition to use of cyber-technologies Cyberspace (and cybersecurity) provide the essential foundation for prospects, opportunities, and development within any modern global economy. Many of the economic advantages and technological advancements and benefits we have today would not be possible without the internet and cyberspace. The C3i Group focuses primarily on the concerns at hand relating to cybercrime, which is a systemic issue when dealing in cyberspace, while empowering cybersecurity, cyber-innovation, and prosperity. Lack of International Policy to Deal with Cybercrime Only major industrialized countries have established, and routinely enforce, policies and laws regarding hacking, cybercrime, and cyber-attacks. The absence of international policy makes investigation of cybercrimes difficult if not, in some cases, next to impossible.
