Greater political unity – central and provincial
Concentrate on clearance of major provinces –
Nangarhar, Kunar, Helmand, Badakshan, Ghazni,
Zabul and others which emerge as hot spots in 2016.
Exploit split in Taliban, emergence of Daesh.
Focus on security of Kabul – Kandahar Highway.
Improve quality of support being provided by
Resolute Support Mission – particularly intelligence
assessment, fire including air support and operational
Afghanistan National Defence and Security Forces –
Focus on fighting strength of units, do not accept
Extend terms of service of Afghan National
Army (ANA) and Afghan National Police (ANP)
personnel and incentivise re-enlistment.
Improve coordination of disparate forces,
ANA, ANP, Afghan Local Police, local militias
where approved by the government
particularly at the grass roots.
Disband militias which are not approved by
the central government in Kabul.
Improve border security on Afghan Pakistan
