2. Major questions of the evaluation
How should responses to food and
nutrition crises be reformed in order to:
improve the effectiveness and the impact
of responses with focus on resilience?
place prevention at the centre of the
response mechanisms by building the
resilience of the vulnerable populations?
3. Objectives of the Evaluation
The evaluation focused on two specific
objectives:
So 1:To evaluate the relevance and
consistency of the response plans
So 2: To evaluate the effectiveness of the
governance structure of responses to food
and nutrition crises
4. Policy Messages/Recommendations
Specific Objective 1
To the States:
Distinguish between chronic and cyclical food
insecurity and malnutrition, and develop
adequate responses
Improve targeting of the NRPs and develop
better consensus around the choice of
response instruments
Develop social protection programs to
address chronic vulnerability
5. Policy Messages/Recommendations,
Strategic Objective 1
To the States and the RPCA:
Connect emergency responses with programs
designed to reinforce resilience
To the States and development partners:
Be proactive and anticipate crises to avoid
what might be irreversible consequences
To the RPCA:
Develop specific strategies and innovative
instruments adapted to conflict zones

Strategic Objective 2
To the States:
Strengthen the capacity of States to lead the
response process from planning to implementation
Implement transparent oversight mechanisms of
the NRP implementation
To the States & RPCA:
Intensify the appropriation of the PREGEC Charter
To the CILSS:
Provide technical support to States in order to
reinforce the effectiveness of NRPs

To the RPCA and its political and technical
leaders (ECOWAS, UEMOA & CILSS):
Update the instruments for the management
of food and nutrition crises and disseminate
and promote its adoption
To the technical and financial partners:
Align and better co-ordinate interventions and
provide country level support which reinforces
the States’ ownership and leadership
