Vlaskin, a career foreign-service officer,was Deputy Director of the Department of North America at the RussianMinistry of Foreign Affairs before his appointment to Seattle. Vlaskin’sdiplomatic career also has included service in Pakistan, Spain and Austria. Since 1982, Vlaskin has been active in formulating and implementinghis nation’s policy toward the U.S.A. As part of his specialty in bilateralRussian-American relations, he is interested in cooperation in the spheresof science and technology; culture; sports; tourism; exchange programsand contacts between citizens; and consular relations. Vlaskin was born in 1951 in Sverdlosk, Russia’s major industrial cen-ter in the Ural Mountains. He graduated from the elite Moscow Institute forInternational Relations in 1973 and later completed additional professionaltraining at the Foreign Affairs Ministry’s Diplomatic Academy. Besides hismother tongue, Vlaskin speaks English, French, German, Italian, Spanishand Hindi.
