Governance<br />He conceived danda to be the surest and the most universal means of ensuring public security as well as the stability of the social order. <br />He contemplates the universal application of danda irrespective of the offender’s rank and status. <br />Government officials could enrich themselves either by cheating the government or by exploiting the public.
