  3. 3. ● Extraordinarily, Phil Pulaski’s career with the NYPD began after he earned a Juris Doctor degree from St. John’s University School of Law at night and passed the New York State Bar exam. Most police officers go to law school at night while they are working for the police department, however Phil Pulaski was already an attorney when he was sworn in as a member of the NYPD. While working in the NYPD, Phil Pulaski served as a Managing Attorney in the Legal Bureau for several years and was admitted to practice law in the US Supreme Court, US Court of Appeals 2nd Circuit, and US District Courts for the Eastern and Southern Districts of NY. As an attorney in the NYPD for more than 30 years, Phil Pulaski wrote numerous NYPD legal opinions and provided a significant amount of legal training.
  4. 4. ● Following his retirement from the NYPD, Phil Pulaski bolstered his academic credentials by receiving a Master of Laws (LLM) advanced law degree from Touro College Jacob D. Fuchsberg Law School. While studying for his LLM degree, Phil Pulaski maintained a 4.0 GPA and graduated summa cum laude.
  5. 5. During the Spring 2021 semester, Phil Pulaski became an adjunct professor of law at Pace University Law School, and taught an advanced criminal law seminar entitled “The Law of Policing”. The course examined a complex body of constitutional provisions, statutes, case law and regulations in addition to collective bargaining agreements, police department standard operating procedures and governmental policies that define police agency legal authority, functions, oversight and funding. The course focused on US Supreme Court cases involving constitutional criminal procedure and also examined many landmark New York State Court of Appeals cases. The course was extremely successful, and Phil Pulaski received outstanding evaluations from his students.
