Local decisions as Linked Open Data  Exploratory research project to inves1gate if data from (authen1c) sources can be collected in a structured and integrated fashion to make it available for re-use.  Goal: Local governments publish decisions as linked open data as part of their normal decision making procedures. Everyone can use this data directly.

Local decisions as Linked Open Data: win-win- win  Informa1on quality is beJer because data source is an authen1c source.  Informa1on- and monitoring needs of local and Flemish governments are beJer served.  No addi1onal repor1ng burdens:  No addi1onal administra1ve effort to register informa1on from local decisions in other systems (internally as well as externally).  From repor1ng by local governments towards consul1ng by third par1es  The general public also benefits from directly opening up this informa1on.

  17. 17. Taxa1on: Model decision Addi1onal taxes on ‘Personenbelas1ng’ (APB) Onderstaand model kan gebruikt worden bij de vaststelling van de APB voor één jaar of voor meerdere jaren. Voor meerdere jaren zie formulering tussen haakjes. Facultatief: Enkel indien de beslissing pas in januari van het nieuwe aanslagjaar genomen wordt, dient men artikel 4 mee op te nemen. Titel: Aanvullende belasting op de Personenbelasting (APB) Overwegende dat de financiële toestand van de gemeente de invoering vergt van alle rendabele belastingen; Gelet op de artikelen 465 tot en met 470bis van het Wetboek van de inkomstenbelastingen; Gelet op het Gemeentedecreet van 15 juli 2005, zoals gewijzigd; specific for this decision re-usable outside this decision

BESLUIT: Art. 1 Voor het aanslagjaar 2xxx (Voor de aanslagjaren 2xxx tot en met 2xxx) wordt een aanvullende belasting gevestigd ten laste van de rijksinwoners die belastbaar zijn in de gemeente op 1 januari van het aanslagjaar. Art. 2 De belasting wordt vastgesteld op x % van de overeenkomstig artikel 466 van het Wetboek van de inkomstenbelastingen 1992 berekende grondslag voor hetzelfde aanslagjaar. Deze belasting wordt gevestigd op basis van het inkomen dat de belastingplichtige heeft verworven in het aan het aanslagjaar voorafgaande jaar. Art. 3 De vestiging en de inning van de gemeentelijke belasting zullen door het toedoen van het bestuur der directe belastingen geschieden, zoals bepaald in artikel 469 van het Wetboek van de inkomstenbelastingen. Om te voorkomen dat besluiten pas na januari effectief in werking zouden treden moet bij alle besluiten tot vaststelling van de APB die eind januari / in januari genomen worden volgende bepaling toegevoegd worden: Art. 4 Dit besluit treedt heden in werking. Art. 5 Deze verordening wordt naar de toezichthoudende overheid gezonden.

Exploratory phase: goals  Explore prac1ces and procedures at local level to gain insight in feasibility and condi1ons that need to be met in order to open up local decisions as linked open data. Emphasis is on integrability of the poten1al solu1ons in local processes and on learning the addi1onal costs.  Inves1gate the return/gain in terms of re-use (in specific at local level)  Prove the concept in a tangible way by working with a fixed set of local decisions as well as by publishing these decisions as linked open data.
