This presentation ia about the incorporation of MDB data into the OECD DAC CRS Rio marker data. It was created by Valerie Gaveau from the OECD/SDF Secretariat and presented during a working session with IFIs and DFIs on alternative approaches to track climate finance at the OECD in Paris, on 16th September 2013. INCORPORATION OF MDB DATA INTO THE OECD DAC CRS RIO MARKER DATABASE - BY VALERIE GAVEAU - OECD SECRETARIAT - OECD 16-09-2013 Paris

  1. 1. INCORPORATION OF MDB DATA INTO THE OECD DAC CRS RIO MARKER DATABASE 16th September
  2. 2. Session 4. Incorporation of MDB data into the CRS • Currently covers climate-related bilateral aid • Gap of information for climate-related aid flowing through the multilateral system – Incorporate MDB data in the CRS so as to provide more complete data series • by donor (« donor effort ») • by recipient (« recipient receipts ») 2
  3. 3. Climate-related bilateral aid • Collection and dissemination of detailed project-level information and summary statistics – Statistical factsheets – Rio marker on-line database 3
  4. 4. Gap of information for climate-related aid flowing through the multilateral system • DAC members apply climate change markers to their bilateral flows only; • Information on the specific uses of multilateral outflows is collected directly from the multilateral agencies. => Members contributions to climate change through the multilateral agencies need to be estimated (imputed amounts). 4
  5. 5. Incorporate MDB data into the CRS database Examples: Name of Project Country Project amount Mitigation AfDB ONE Wind Program Morocco 574 USD 574 million AfDB NIGER-PROGRAMME PILOTE PPCR Niger 13 WB MEDEC Low-Carbon DPL Loan Mexico 100 WB Santa Catarina Rural Competitiveness Brazil 45 Adaptation USD 13 million 100% 100% 41% 5
  6. 6. Incorporate MDB data into the CRS database What marker value should be assigned? • The MDB methodology for mitigation is activitybased, not purpose-based. • Mapping percentages with principal/significant scores for OECD reporting purposes would not necessarily be meaningful, nor useful (less precise). => One alternative would be not to try to map their data artificially with the Rio marker scoring system; instead, the OECD CRS could capture the actual amounts/percentages reported. 6
  7. 7. Donors’ effort: attributing climate-related aid through multilaterals Contribution to IDA = USD 170 million Australia IDA’s outflows with share targeted at climate change =Y% IDA IDA project IDA project Imputed amount of climate finance through IDA = 170 x Y% = USD YY million
  8. 8. Recipient receipts • Morocco: Name of project Germany Japan AfDB Regional and sectoral strategies for the reduction of the vulnerabilities of the population with regard to climate change in a harmonized and coherent manner. PROJECT FOR INTRODUCTION OF CLEAN ENERGY BY SOLAR ELECTRICITY GENERATION SYSTEM ONE Wind Program Project amount Mitigation P/S Mitigation amount/% USD 2 million 0 USD 7 million USD 574 million 2 Adaptation Adaptation P/S amount/% 2 0 USD 574 million 8
