CCXG Oct 2019 Long-term low emission development strategies: Setting mitigation targets, lesson learned from Indonesia - Hanny Chrysolite

  1. 1. LONG-TERM LOW EMISSION DEVELOPMENT STRATEGIES: SETTING MITIGATION TARGETS LESSON LEARNED FROM INDONESIA Hanny Chrysolite
  2. 2. LONG TERM LOW EMISSION DEVELOPMENT STRATEGIES • The science says fundamental transformation is necessary. Current NDC pathways even if fully achieved will not achieve 1.5°C • Long-term strategies express, from a country perspective, this transformation • Paris Agreement invites countries to submit “mid-century, long-term low greenhouse gas emission development strategies" (LTS) by 2020 • The basic idea is to explore what could happen in the future, stress-test policy alternatives, and develop robust and adaptive plans.
  3. 3. LINKING LONG-TERM STRATEGIES WITH NDCs NDCs are five-year stepping stones towards long- term vision, supporting transformational (not incremental) change
  4. 4. LESSONS LEARNED FROM INDONESIA’S LOW CARBON DEVELOPMENT INITIATIVE 1. Set a Long-term Vision and craft a flexible and adaptive policy measures with multiple future pathways 2. Modelling exercise helps create different scenarios and offer options for policymakers 3. Link to ongoing national process and reflect on what is most suitable and implementable for the country 4. Targets should be accompanied with cost benefit analysis and how much investment is needed

RESOURCES Expert perspective series: Collection of 60+ short essays from senior technical experts and thought leaders Case studies: In-depth pieces on prior long-term planning exercises Papers: • Early insights on the first long-term strategies • Approaches and methodologies for designing long-term strategies (contribution to 2018 G20 Climate Working Group) • Linking NDCs and long-term strategies (contribution to the 2019 G20 Climate Working Group) • Good governance in long-term strategies Commentaries and blogs: Target setting, linking short- & long-term plans Available at www.longtermstrategies.org
