2. Information required to track progress towards NDCs
Provide information to enhance the transparency and predictability of climate action and
foster trust among Parties;
Facilitate the tracking of progress;
Fairness and ambition –demonstrate Party’s progression, Information on individual effort
recognising CBDR
Facilitate the aggregation and synthesizing of NDCs, including by the secretariat, also
with a view to facilitating the global stocktake;
Information may include:
Quantifiable information on the reference point (including, as appropriate, a base year) where
applicable;
Selected indicators used (including socio-economic indicators) including needs;
Information on timeframes;
Scope and coverage;
Methodologies and assumptions;
Data sources; and
For Parties that use Article 6 or Land sector – Information on environmental integrity and
avoidance of double counting.

Definition of the NDC target including selected

GHG inventories for GHG-related indicators
Explanations on how double counting was avoided and environmental integrity
ensured
5. Interlinkages
The key interlinkage pertains to mitigation accounting and tracking of
progress; in this instance, accounting guidance from APA agenda item 3 should
be included in the MPGs for tracking progress under APA 5.
Secondly the link between internationally transferred mitigation outcomes
and mitigation accounting, which will probably require additional accounting
guidance, and corresponding guidance for the review of information on
accounting and ITMOs submitted under Article 13.
Linkages relating to time – the ability of key processes and mechanisms to
inform one another effectively.
6. Challenges
How to ensure common understanding among Parties to operationalise
flexibility and CBDR-RC.
How to facilitate Parties to agree on common timeframes – important to
facilitate more accurate aggregation
How to ensure that the guidelines recognise differences in capacities
What additional guidance or accounting methods is required for markets and
non-markets aspects
