Basic Annual Cycle of MWP 1 ◼ The basic annual cycle of the MWP is laid out in the CMA decision. ◼ In order to have “a focused exchange of views, information and ideas” at the dialogues, we need a clear and concrete technical paper which provides the basis for the discussion with solid data and relevant analysis. Elements of the Technical Paper 2 ◼ Reports after each dialogue should include “a summary, key findings, and opportunities and barriers relevant to the topic”. ◼ The technical paper should contain, for example: (i) Mitigation potential (ii) National and global data (c.f. IPCC Reports, GHG Inventory, NDC Synthesis Report, NDCs, LTSs, and Submissions) (iii) Analysis - Overview and comparison - Identification of specific and concrete mitigation measures - Make visible the progress of the Parties

Examples – Cross-Cutting Issues and Enabling Conditions- ◼ Use of Article 6 of the Paris Agreement ◼ Asia-Pacific Integrated Assessment Model (AIM) ⚫ Integrated evaluation model for predicting greenhouse gas emissions and evaluating countermeasures and impacts. ⚫ Support for the development of scenarios and LTSs for GHG reduction. ⚫ In FY2022, support was provided to three countries and five cities, mainly in Asia. ⚫ Estimated that Article 6 could reduce up to 9 billion tons of additional CO2 emissions annually by 2030. ⚫ Launch of the Paris Agreement Article 6 Implementation Partnership at COP27 (more than 70 participating countries and organizations) to support capacity building for the implementation of designing high- integrity carbon markets.

Identification of Non-Party Stakeholders ◼ The Secretariat is requested to facilitate the dialogues in such a manner as to encourage “active participation of and interaction between Parties and relevant non-Party stakeholders.” ◼ The Secretariat should identify stakeholders from international organizations, relevant initiatives, the private sector, etc., and invites them to participate in dialogues, based on the selected topics. ◼ Public and private financial institutions should be included among the stakeholders, with the expectation that “investment-focused events” will be held on the margins of the dialogues.
