3. Why coordination is needed?
1) No intellectual property regarding the technical standards
and transparent project information
2) Promote a prompt start of 6.4 mechanism with the possible
utilization of CDM infrastructure/capacities?
3) Avoidance of possible negative consequence e.g. double
counting?
4) A clear understanding of the purpose is helpful to understand
in which aspects coordination is necessary while in which
aspects coordination is preferred

4. Necessary coordination
1) Not necessary with respect to the technical standards and
capacities
2) With regard to CDM projects and credits
• Coordination needed lies in the requirements on transition, e.g.
approval and possible clarification of the host country authority,
project registration date, CERs issued for emission reduction in a
specific time period, which are not clear at this stage
• CMA: request for assistance from CMP, to initiate the whole
coordination process

5. Necessary coordination
2) With regard to CDM projects and credits
• CMP: authorizing CDM EB and CDM secretariat to provide relevant
assistance, (soft) linkage of the CDM registry and the 6.4 registry,
and utilization of CDM institutional capacities and financial
resources
• CDM EB and 6.4 SB: elaboration of operational transition rules and
procedures
• CDM EB, 6.4 SB and CDM secretariat: implementation of specific
coordination activities
• CDM EB: authorizing CDM secretariat to provide relevant assistance
• Host country: approval of transition

6. Preferred coordination
1) Provision of information to assist the speedy transfer, e.g.
experiences and lessons learnt from development of the
technical standards, project information, by the secretariat as
authorized by the CDM EB
2) Any other assistance needed by the 6.4 supervisory body
3) General authorization from the CMP and CDM EB maybe
useful
