  2. 2. 2 24th April 2014 - 10th meeting OECD LEED Main figures → High level of unemployment (specifically for more vulnerable target groups- young people, low skilled, LTU,…-, or specific areas) → Mismatches and sharp gaps between labour and skills supply, and labour and skills demand → Persistent amount of vacancies in specific activities → Responses to build up for current needs and for anticipation for skills and competencies → Large diversity of situation ● Number and size of stakeholders (at national, regional, or local level) ● More or less decentralized system (federalism, regionalism, municipalization, …) ● Distribution of responsibilities and competencies (on the fields of employment and training) ● Capacity of diagnosis and evaluation ● Budget constraints ● Cost of governance, … → Importance of local development strategies in the context of overall low growth situation
  3. 3. 3 24th April 2014 - 10th meeting OECD LEED Playing Role of Public Employment Services →Public Employment Services are concerned by ● Implementing ALMP ● Orienting the employment and training system towards employer demand, on a strategic way, enhancing investment in competencies ● Supporting strong partnership with employers ● Securing job opportunities and sustainable employment (career pathways) ● Being efficient in matching demand and supply ● Targeting programs to “at risk” groups ● Supporting inclusion and employability ● Adjusting implementation (flexibility and room of “manœuvre” for adaptability of resources, program and services delivery based on territorial realities) ● Acting closely with partners ● Supporting local development by attracting cooperation and services
  4. 4. 4 24th April 2014 - 10th meeting OECD LEED Partnerships Between Employment Services (PARES Recommandation according to clients needs) → No one organization covers the full range of competencies → Local autonomy establishes a favorable environment for local partnerships ● Added value recognized by national level ● Flexible freedom to operate within local partners ● Framework may be provided by national level → Building partnerships at local level : clear foundations and mutual trust (SMART cooperation) (others employment operators, NGO, local authorities, training bodies, educational organization, employers, social partners) → Diagnosis of all local partners is necessary for building strategy for employment and training issues → Good governance requires effective leadership (often according to program financing) → Involvement of employers is crucial → Monitoring, evaluation of goals of partnerships is strongly recommended → Promotion of adapted development of partnerships
  5. 5. 5 24th April 2014 - 10th meeting OECD LEED Pôle emploi experience → Strategic Plan Pôle emploi 2015 ● Individualizing the range of services ● Acting closer with local stakeholders ● Optimizing the resources to dedicate more time to more needing jobseekers → “Territorialisation” ● Territorial diagnosis at all intervention level ● Adapted range of services (local situation and specific areas) ● Improvement of services accessibility (within partnerships framework) ● “Room of manœuvre” (budget and programs) ● Rebuilding partnerships and cooperation with stakeholders with goals and following system → Good practices in France : “win win processes” at national/local level ● 100 000 added training places for jobseekers for 100 000 vacancies difficult to provide within 2 years ● “Emplois d’avenir” scheme (“Jobs for the future”) 150 000 within 3 years.
