With reference to the position of
consumers with regard to the
matter of illicit cigarettes
the most popular views are the
following:
12. The government should ensure more resources to combat
illicit trade.
When, however, the matter is raised of whether there
should be a rise in taxation in order to enhance the special

population is at middling levels.
13. the health of those smoking illicit cigarettes is in danger.
failure to activate the state in the combat against illicit
trade is a problem.
the majority maintains that the purchase of illicit cigarettes
enhances criminal and terrorist organizations and thus
constitutes a significant threat for internal security.
14. It is not in the interest of the state to let the market
for illicit cigarettes go unchecked is strong.
The growth in the market for illicit cigarettes obliges
the government to offset the loss in revenue through
increases in tax, which hurts the poorer strata of
society.
The main cause of illicit trade is corruption. In order

Dissatisfaction with the protection provided by laws and

in cigarettes.
Apart from the state citizens must also be activated for
this fight
