Mandate (Res 2198) • Investigate on supporting individuals or entities, including armed groups, involved in destabilizing activities in the DRC through illicit trade of natural resources • Gather and analyse information regarding the regional and international support networks to armed groups and criminal networks in the DRC • Evaluate the impact of minerals traceability … and continue collaboration with other forums
  3. 3. 3Ts • Positive progress in Rubaya with the launch of the iTSCI system • The smuggling continues with the involvement of elements of FARDC • The Group notes that tags are sold in the « black market » in Gisenyi • Taxation from Kikuni’s Rai Mutomboki faction on cassiterite in the area of Lulingu (Shabunda territory)

Gold • Engagement of FDLR in local-level taxation and the exploitation of gold • Taxation on gold production in Shabunda by Rai Mutomboki factions • In Misisi senior FARDC officers and rebels are involved in gold production • Kampala based businessmen including the directors of sanctioned entities (Uganda commercial Impex and Machanga Limited) purchase the gold smuggled from DRC including from areas controlled by armed groups
