  5. 5. Utilizing OER as aninnovation in offeringonline languageassessments (1)• assessment = evaluation  different in purpose• Simonson,, 2011  assessment: the process ofmeasuring, documenting, and interpreting behavioursthat demonstrate learning  provide feedbacks• Learners: 1) recall the needed concepts or skills, and 2)reinforce themselves to enhance their knowledge• Instructors: 1) provide remediation, 2) prepare moreappropriate materials based on learners’ needs.• Bachman (2002)  ‘task-based assessment’BIPA-UT
  6. 6. Utilizing OER as aninnovation in offeringonline languageassessments (2)• Connecting Point between Teachers, Testers, and Learners• Learners highly motivatedto practice using the language,• Instructors  responsible toprovide various materials inorder to help learners enhancetheir language skills, bothwritten and spoken.• testers  responsible to provideauthentic materials for assessing learners’ learning outcomesBIPA-UT
  7. 7. BIPA as an onlinelanguage program• Learning a language  practicing the four language skills• BIPA  fully-online languageprogram• Designed as a fully-online languageprogram, BIPA is delivered in anonline platform enables theinstructors provide learners with1) effective learning activities2) appropriate assessment package3) provide opportunities to havea discussion forum.BIPA-UT
  9. 9. The implementation ofusing OER for BIPA’sonline assessment (1)• UT  the concept DE Institution: accommodate learners withself-learning activities & self-assessments.• Jonassen, (1999)  “one useful role of technology in e-learning is as a social medium to support learning whichenables students to participate in discussion, collaborationwith others, and supporting discourse among knowledge-building communities”• Zuhairi, (2007)  from 2004: UT has applied theMoodle Software as the mode of tutorial delivery.• Moodle  LMS -- provide documents, graded assignments, quizzes, discussion forums, etc.BIPA-UT
  10. 10. The implementation ofusing OER for BIPA’sonline assessment (2)• Moodle (2013)  free to download and use; there is nolicensing fee  Characteristics of OER• enables the tutors to modify the assessment facilities• BIPA Program online tutorial: 11 weeks• The self-assessmentsaccommodated the learners’needs to practice thelanguage skills by themselves.BIPA-UT
