  2. 2. 2 Education and Training Service Centre (ETSC) • Owned by The Icelandic Federation of Labor, Confederation of Icelandic Employers, Federation of State and Municipal Employees, Association of Local Authorities in Iceland and the Ministry of Finance • Target group: People on the labor market who have not completed education on Upper Secondary level • Development of VPL, guidance and educational offers • 187.000 people on the labor market • About 28% have not completed Upper Secondary School • VPL statistics: • 2.868 individuals validated in 2007 – 2014 • Validated about 2.000 „school years“ • About 450-500 individuals validated each year • 37 years = average age of participants

  4. 4. 4 Status VPL - Iceland  Strong  VPL against curricula in Upper Secondary Schools and curricula in adult education.  Weak  Lack of VPL against criteria from the labor market. Mainly pilot projects.  Discussions ongoing with the social partners about implementation. Promising   Not started  VPL in Higher Education. Not on the agenda, but in our thoughts 

  7. 7. 7 Roadmap results for Iceland  Quality, follow-up and evaluation  Good overview of results and costs  Quality material and centralized support  Not much “large scale” research  Size of the labor market   EU‘s framework as a starting point for further development  Possibilities in linking VPL standards from the labor market to NQF/EQF  Behind in implementation of some EU tools  In general we are not working with VPL above EQF 4
