On its territory the Republic of Dagestan has the sovereign right to exercise state power. It has its own Constitution, which reflects the specific features of the republic?   8. 13. <ul><li>The state Council heads the executive power and ensures the coordination of interaction of the Republic’s bodies of state power. It consists of 14 members and reflects the multinational composition of the population of Dagestan - each of the fourteen main nationalities of the republic has a single representative in the State Council. The Chairman of the state Council is the head of State. The members of the State Council are appointed by the Constitutional Assembly of Dagestan for a term of four years. The State Council appoints the members of the Government. </li></ul><ul><li>The ethnicities represented in the State Council are Aguls, Avars, Azeris, Chechens, Dargins, Kumyks, Laks, Lezgins, Russians, Rutuls, Tabasarans, Tats, and Tsakhurs. </li></ul>

It consists of 121 deputies, elected for four years by secret ballot and universal suffrage. The Government or the Council of Ministers of Dagestan is the highest body of executive administrative power of the republic. Its chairman is appointed by the State Council with the content of the People’s Assembly. Therefore the Government of Dagestan is responsible and accountable to the state Council and the People’s Assembly. </li></ul>
