The lure of its domestic market enables China to require technology transfer as a condition for foreign investor entry, wringing unprecedented concessions. In the automotive industry, foreign firms such as General Motors agreed to establish research and development centers at a scope never before contemplated in a developing market. Not only did these manufacturers agree to transfer technology that is arguably close to their core capabilities, but they consented to do so in an environment with virtually no protection of intellectual property rights (IPR) and in parallel alliances never before seen: China is the only country in the world where domestic automotive makers maintain equity ventures with competing foreign partners, which makes it possible to learn "best practices" from both and end up with potentially more knowledge than either foreign party. The aim is to produce Chinese multinationals that will hold their own in a global economy and replicate the success of Toyota, Sony, and Samsung, but in a shorter time frame.

  • http://news.xinhuanet.com/english/2009-08/01/content_11806998.htm Human flesh search engines" are a unique Chinese characteristic, whereupon a tip (such as a photo) is offered and the sum total of Chinese netizens is mobilized to track down all details.  Whereas the inhuman Internet search engines are based solely upon keywords, the "human flesh search engines" can capitalize  on the local knowledge that is possessed by the masses.   At issue is the following photo that allegedly show Chinese soldiers being issued Tibetan monk garbs and then promptly sent out to commit mayhem on March 14, 2008 in order to discredit the non-violent tenets of the Dalai Lama.  At the March 29, 2008 press conference, the Dalai Lama said that "Chinese soldiers posing as Tibetan lamas triggered a riot."  While the Dalai Lama did not produce any evidence, it was assumed by everyone that he had this photo in mind. When this photo was handed off to the human flesh search engines, what did they find?  Here are the empirical facts that they uncovered:   (1) The individuals in the photo are not Chinese military soldiers (i.e. members of the People's Liberation Army).  Rather, their uniforms identify them as members of the Chinese armed police force.    (2) On January 1, 2005, the armed police force was issued new uniform regulations that included shoulder patches (see bottom right-hand corner photo below).  Since the armed policemen in the original photo did not have shoulder patches, that photo was dated before January 1, 2005.   (3) Before October 13, 2004, the tricycle cabs in Lhasa were multi-colorered without restrictions (such as the blue top as shown in the original photo).  As of October 13, 2004, all tricycle cabs in Lhasa are required to have the standardized green, red, blue and yellow colors.  Therefore, this photo was dated before October 13, 2004. Liu Pengbo is an assistant instructor of an armed police squadron in Lhasa.  He said: "I am the officer in this photo.  This photo was taken in mid-September 2001.  We were extra actors on the set of the movie The Touch.  In this photo, we had just been issued our costumes.  At the time, we wore the 1987-style cloth-material uniforms.  As of May 1, 2006, we have new imitation-cotton uniforms.  Back then, we did not have chest lapels.  We now have chest lapels as well as shoulder badges. Shao Hong retired from the armed police in December 2004 and he is now working in Lhasa.  He said: "In September 2001, we were filming The Touch.  At the time, it was relatively hot and so we wore our 1987-issue summer uniforms.  The crowd around us also wore thin clothes.
