  2. 2. 2 The current Apprenticeship reforms in England resulted from the Richard Review (2012). The aims are to: 1 Give employers control in designing apprenticeships 2 Increase the flexibility of delivery 3 Simplify the funding system 4 Increase the effectiveness of training The Government original ambition is to achieve 3 million apprenticeship starts over the course of a parliament, however… • Slow and challenging policy implementation • New funding system and employer Levy going through change related to coverage • Limited employer engagement or awareness to date • Introduction of provider register to control quality • Apprenticeship starts still recovering since changes • Government ambition was not achieved APPRENTICESHIP MARKET DYNAMICS

City and Guilds Apprenticeship Present Position • 58 Standards of which 44 have received reservations in FY 20 – Across 11 C&G Industries • 50K EPA Registrations • 12-13k Completions • In year 85% success rate – think marketing stating 90% though • 7 EQA bodies all bar 1 have engaged in either readiness or full sampling of EPAO • Approx 600 IEPAs 14 April 2020Presentation Heading - Subheading 3

  5. 5. 5 T Levels Apprenticeships - ‘on the job’ A Levels – academic route T Levels will become 1 of 3 major options when a student reaches Level 3 KEY PRINCIPLES: To ensure the skills system responds to the changing labour market, employers, providers and other partners need to be involved in both design and delivery. Co-creation: shaping occupational standards and designing wider T Level content. Co-delivery: employers offering industry placements to T Level students so they can apply the knowledge and skills they have learnt in college. How T Levels will work

  8. 8. City & Guilds: Technical education product update The make up of a T Level programme 1800 hours over two years. Achievement of T Level must include all components. UCAS points will be attached and will be equivalent to 3 A levels. CORE 20-50% Total TQ time Graded A* - E Core 1 Concepts & theories Core 2 Transferable/Core skills OCCUPATIONAL SPECIALISM 50-80% Total TQ time Graded: Pass/merit/distinction Based on occupational maps No less than 50% of the total qualification planned time. Threshold Competency Industry PLACEMENT 315-420 hours Min 45-60 days Maths, English and digital skills GCSE or Functional Skills Level 2 LTP (other requirements set by T Level panel) Enrichment – tutorial Assessment: Through an external exam and a substantial employer set project Assessment: assessed synoptically through rigorous practical assignments

Key Facts about T levels  One winning AO per pathway – tendering process to win 5 year contract  Eligible providers must be approved by DfE in the first instance  Each TQ is based on content developed by an employer panel  IfATE are the certificating authority and own the IP not the AO  The winning AO is the development and assessment partner and do not produce a certificate for the learner  T levels are a programme not a qualification  Bid process takes 6-8 weeks  Outcome of the bid takes up to 4 months 14 April 2020Presentation Heading - Subheading 10

Remaining Challenges for Government Industry Placements – a big culture change and opportunity: • Challenges include the design of industry placement models, student travel issues, employer engagement / fatigue • Identifying challenges faced by employers in different industries, issues related to rural, coastal and remote locations; and SEND issues. Communications and perceptions of T levels: • The phased rollout of T levels brings some challenges around communicating to parents and students • A planned campaign will raise awareness of T Levels, what they are, where they can lead and how they fit in with other post-GCSE choices. Preparing for sustainable, high quality roll out: • Importance of investment in world class facilities and equipment to support high quality teaching • Support and development for teachers and leaders to prepare for T Levels 11
