IDSP Mission and Current Functioning Mission To detect the early warning signals, so that timely and effective public health actions can be initiated against outbreak prone communicable diseases. Current functioning of IDSP • Paper based weekly reporting system from sub-centers (S form), health facilities (P form) and laboratories (L form) • Data entry done at the District Surveillance Units (DSU) on the IDSP portal (https://idsp.nic.in) • Early warning signal (EWS) report generated physically using EWS form • Weekly outbreak report generated by Central Surveillance Units (CSU) after confirmation by the District and State Surveillance Units • A media scanning and verification cell for event based surveillance

Integrated Health Information Platform • IHIP is a health information system that was developed by WHO upon the request of GoI • Real time, case-based information • Integrated analytics • Advanced visualization capability • Use of GIS • Auto generated reports • Integrates information from multiple sources • Compliant to prescribed GoI standards to ensure interoperability • HMIS, IDSP and NMEP have already been placed on IHIP • Long term vision – All National Health Programmes to be placed on IHIP

State level preparations needed before national launch • Designation of a nodal officer for IDSP-IHIP in the State & Districts (By 28th February 2021) • Training of all level of health staff for IHIP – to be completed (By February end – mid-March) • Identification of data entry personnel at health facilities for S, P & L Forms (By mid March 2021) • Mechanism to monitor the implementation & resolution of issues (By March 3rd week) • Status to be updated on IHIP portal under ‘Implementation Status Dashboard’ by District/State level (By mid March 2021) • Availability of tablets/mobiles with health workers for S form data entry (Before the launch on 1st April 2021) • Availability of working computer systems and internet connectivity at health facility/reporting unit level (Before the launch on 1st April 2021)

Key Activity 1 Dissemination of credentials • Ensure all User IDs & Passwords have been received for each health facility and for all reporting levels as per the existing hierarchy of health facilities in the State • All User IDs & Passwords need to be checked regarding their functionality, in order to have role based access on IHIP Portal • The password need to changed through the change password menu after first time login into IHIP application to ensure data security

Key Activity 2: Validation of Health facility data • Existing health facilities have been listed on IDSP-IHIP portal • Cross check the health facility list on IDSP-IHIP with the actual RUs under IDSP • Health facility details including name, mobile, landline & email ID of officer in charge of health facility need to be updated on portal • If needed add new health facilities to the portal – this can be done by district/state level users • Similarly, Non-functional health facilities need to be deleted

Key Activity 3: Mapping of villages with sub- centers • The IHIP portal has master list of villages as per latest local government directory (LGD) • These villages need to be mapped to their respective sub centers to facilitate the ‘S-Form’ data reporting by ANMs/MPWs • Only mapped villages will be available to ANMs/MPWs for data entry • Similarly, Sub-centers need to be mapped with their respective PHC/CHC • This mapping can be done at the district level by the concerned DSU

Way Forward • Two National level workshops to be conducted: 10th March 2021 & 18th March 2021 • Two State level workshops to be organized by the States on 11th and 19th March 2021 • Initiating data entry on S, P & L and EWS forms by all users on IDSP-IHIP • Continued monitoring of the implementation by the District and State nodal officers • Requirement of dedicated IT Unit for IHIP at Central and State level to manage the master data, user creation, troubleshooting etc.
