The Glendale “Space 134” project is a concept study
for a “freeway cap park” over the 134 Freeway from
Central Avenue to Glendale Avenue. The freeway cap
park would connect the community to the City’s civic,
cultural, and business core through public open spaces,
and through pedestrian & bike friendly trails.

reduce runoff, and encourage
biodiversity.

significant annual operating
funding, ranging from $250,000-
$750,000 per acre, and earned
income rarely exceeds 20 percent
of total expenses.
Adopting an effective governance
strategy early on in the planning
process will be essential to
create a high-quality park and to
support continued maintenance,
operations and engaging
programming.
In most cases, capital funding
requires a mix of public and
private funding, with deck
infrastructure funded publicly,
and the surface park and
amenities drawing heavily from
private sources.
The successful implementation
of Space 134 will require
governance, capital and
operating resources, and it will be
important for local government
to leverage public-private
partnerships.
