  2. 2. Catergorical <ul><li>Remember- they can be: </li></ul><ul><ul><li>project grants - awarded on basis of competitive applications </li></ul></ul><ul><ul><li>formula grants - distributed according to formula based on pop., per capita income, % rural population </li></ul></ul>

Catergorical <ul><li>Catergorical grants are usually used in education ex: peer helpers </li></ul><ul><li>these grants come with very specific directives ex: 2% funding used on food </li></ul><ul><li>these grants require specific, detailed reporting ex: how many times your group meets </li></ul>

Catergorical <ul><li>Catergorical grants come with strings! </li></ul><ul><ul><li>cross-over sanctions- fed funds come with another separate requirement than deals with the specific grant. i.e. fed highway funds - raise drinking age to 21 </li></ul></ul><ul><ul><li>cross-cutting sanctions- failure to follow specific fed regulations in one grant means penalty to all federal grants </li></ul></ul>
  5. 5. Project Grants <ul><li>Not very common </li></ul><ul><li>used more for hospitals and corporations </li></ul><ul><li>tend to be for creation of physical entities Ex: health clinic for community </li></ul>
  6. 6. Block Grants <ul><li>used to support broad programs in areas like community development </li></ul><ul><li>not used as much today </li></ul><ul><li>very little accountability </li></ul>
  7. 7. Federal Grants <ul><li>on a whole fed. grant distribution follows principle of universalism - something for everybody, even though some money goes where it isn’t needed. </li></ul>
  8. 8. Other Situations <ul><li>some states find they don’t want fed. grants- such as underfunded manadates </li></ul><ul><li>this means states have to budget more funds for the project to receive federal funds </li></ul>

Other Situations <ul><li>some states find they don’t want fed. grants- because of unfunded mandates </li></ul><ul><li>these require state and local gov’t to spend money to comply with laws like the Clean Air Act of 1970 and the ADA of 1990 with no financial help fro the federal gov’t that enacted those laws </li></ul><ul><li>EX: school desegregation </li></ul>
