Can I use a Mac?
Do I have to use Internet Explorer?
No. You can use any browser, but our system has been tested on only Internet Explorer, Firefox
How do I get to the online RFP?
Go to either www.sfgov.org/moci or www.sfgov.org/moh and click on the TGS icon.
Can I look at the RFP without having to log on to the online RFP system?
Yes, go to either of the above websites and click on the REQUEST FOR PROPOSALS
(RFP) INFORMATION link.
I click on the __ button and nothing happens. Can you help me?
Check for pop-up blockers.
I forgot my User ID and/or Password. What do I do?
In agency registration, start typing your agency’s name in the “Agency Name” box. Try different
variations for your agency name. If your organization’s name is listed, you can either:
1. Click on the “Forgot your User ID?” link, then the “click here” link, then type in the
name of your organization and click “Go”. An email containing User ID and
Password information will be sent to ALL users with Organizational Administrator
level access at your agency.
2. Click on the “Forgot your Password?” link, enter your User ID, then click the “Go”
button. Your password will be sent to the email address that is in our system.

I didn’t receive an email. Can you help me?
Find out who in your agency has an Organizational Administrator level account. An email(s)
with log-in information will go to their account(s).
Check spam and filters.
If no current staff has Org Admin access (they are all no longer with agency), have Executive
Director send (mail or fax) a letter on agency letterhead requesting user account. Please
designate who the account is for and remember to include a secured email account. Explain that
this should be for a high-level staff person.
How do I know if my account is an Organization Administrator level account?
When you log on to Agency Information, if you have access to setting up user accounts for your
organization, you have Org Admin level access. If not, you don’t have this level of access.
How do I know who in my agency has an Organization Administrator level account?
This person is usually the Executive Director, Finance Director or other senior staff member.
Call MOH and ask.
I’m not an Organizational Administrator. Can I fill in a proposal?
Yes, your Organizational Administrator must create an account for you in the agency
information section. You may fill in a proposal, but you will not be able to submit it. Only
Organizational Administrator level accounts can submit.
How do I know if my agency is new to MOH or not?
In agency registration, start typing your agency’s name in the “Agency Name” box. If you find
your agency, it is already in our system and it is not considered new to MOH. Try different
variations for your agency name to ensure that you don’t create a duplicate. For example, SF
Neighborhood Group, San Francisco Neighborhood Group, Neighborhood Group of San
Francisco, etc. If you cannot find your agency, click on the “Not on List” button.
If we are a new agency and are fiscally sponsored by another agency, how do we register?
In agency registration under “Not on List”, click on Switch to Fiscal Agent Form.
If we are fiscally sponsored, do we enter the agency information such as Board list and
mission statement of our agency or of our fiscal sponsor?
Both, depending on the field.
How do I change information such as our list of Board of Directors and Agency Mission
In agency information section that comes up when you first log-on.
What is the Fast Track button?
If your agency submitted the same proposal as the one you are working on now (same Program
Area, same Type of Service), a “Fast Track” button will be displayed at the top left corner of
each screen. If you would like the system to automatically fill in a section with data from last
year’s proposal, click on the “Fast Track” button. Applicant must review the information and
update as needed.
Under “Organizational Budget” in Agency Information, what do you want under “Funded
Name of the program.
Does the RFP system automatically save or how do I save?
The system automatically saves each time you move to a different screen. We recommend that
you move to a different screen often so that you save your information. If you stay on one screen
for more than 45 minutes, you time out. For long narrative responses, we recommend that you
compose and edit them in Microsoft Word or other word processing software and then copy and
paste the section into the on-line system.
How do I move to the next screen without filling in the fields?
Put a period or letter in each field.
Check for validation errors (red letters next to a field); sometimes at the bottom of the page.
How do I enter information in the Work Plan Outline (into a table)?
Click on “add … item”
Boxes will appear
Fill in boxes
Click “update” to save, or “cancel” to not save your new item.
How do I save information that I entered into a table?
Click on update
How do I change information that I entered into a table?
Click on edit
I can’t see everything that I’ve typed in to a field because the box doesn’t expand. How can I
review and edit my sections?
We recommend that for large text fields, you may want to compose and edit in Microsoft Word
or other word processing software and then copy and paste the section into the on-line system.
Please note the system does not accept rich text formatting. You will lose formatting such as
bullets, indentations and tables that you copy and paste from Word (or other word processing
Is there a character limit for text fields?
Are there any characters that I cannot use in a text field?
Yes, do not use angle brackets (< and >), because they will cause program to abort.
How do I print out a proposal that I’m still working on?
When you are in the proposal, go to the bottom of the screen and select “Project Report
Summary” next to “Skip to Section”.
How do I delete a proposal that I created?
You cannot delete a proposal once it is created; just don’t submit it.
How do I submit a proposal/I don’t see a submit button?
Only Organizational Administrator level accounts can submit.
Log-off; have an Organizational Administrator log on to the system.
Go to the “Submit” screen, near the end of the application.
Click on the “Submit’ button.
How do I know that my proposal has been submitted?
After you submit, you will see a confirmation of your submission with a receipt number and your
proposal attached. You will also receive a confirmation email within the next 24 to 48 hours.
This email will be sent to the secured email accounts of all Organizational Administrators.
I would like to apply for a SFRA Homeownership Counseling grant. Which application
should I use?
Apply under Housing Program Grants and indicate in the program specific questions that you are
applying for SFRA funds.
Can I apply under two funding sources for the same program?
Yes. You will need to submit two separate proposals.
Why are economic development and workforce development grants not included in this RFP?
The RFP for 2010-2011 Economic Development and Workforce Development programs will be
issued in early January 2010 by the Office of Economic and Workforce Development (OEWD).
Why are children and youth programs not eligible under this RFP?
The Department of Children, Youth and Their Families (DCYF) has separate funds for programs
that primarily serve children and youth ages 17 years and under. Contact DCYF regarding their
three-year RFP that will be issued in Spring of 2010.
I noticed the ESG funds are for a two-year period. Do I enter a one-year or a two-year work
plan and budget?
Please enter two-year work plans and budgets. Please note that funding for the second year will
be based on performance and availability of funds.
For Homeownership Counseling, after I select Housing Program Grants for Program Area,
what Type of Service do I select?
Public Services (General)
