Request for Proposals Elastomeric Waterproofing of Housatonic Community College Garage Overview The Department of Administrative Services is seeking qualified professional contractors to provide proposals, which are to include labor, materials and equipment to perform the required services for the installation of an Auto-Guard (Neo Gard Product) or approved equal, elastomeric vehicular traffic-bearing waterproofing to the Housatonic Community College’s parking garage at 870 Lafayette Blvd, Bridgeport, CT 06604. Scope of Services The Proposer(s) will furnish all necessary labor, materials, tools, equipment licenses, supervision and permits to properly perform the work to apply waterproofing vehicular deck coating to the College Parking Garage. Delineation of floor boundaries to be determined during the mandatory walk-through. The following links are for reference only. Procurement Services will negotiate a contract with the proposer who is deemed to be the most advantageous to the State in accordance with the criteria set forth in this Request for Proposal (RFP). There is no current contract award for this service. Product and/or Service Specifications 1. DECK COATING Contractor shall: a. Thoroughly pressure clean the parking deck slab to remove dirt, oil, salts, painted stripes and other surface contaminants. b. During the pre-bid meeting, potential bidders should point out to the Facilities Director any concrete or other repairs required to validate product warranty prior to application of elastomeric waterproofing. This information will be compiled and reviewed by HCC Administration and sent to all vendors attending the pre-bid meeting. c. Provide pricing information on needed repairs. Pricing for repairs should be a separate section, not to be included with the elastomeric waterproofing application pricing. PAGE 4
  24. 24. d. Provide and pay for all materials, labor, tools, equipment, transportation and superintendence necessary to execute, complete and delivery the project requirements. Product and/or Service Specifications cont. 1. DECK COATING (cont.) e. Submit a project work schedule within seven (7) days of date established for the Notice Award. f. Complete in phases to allow for the continued operation of the parking garage during the application. g. Schedule the work so that the College has access to undisturbed parking areas. h. Limit Interruptions to entrances and exits. i. Supply adequate signage to direct traffic within the parking structure. This is to direct traffic to proper exits and to available parking. Signage shall also direct pedestrian traffic to open stairs. Signage shall warn of areas of one and two-way traffic on the end bays. j. Provide flag person(s) as needed. Flag person(s) shall be present during application to direct traffic through single lane areas. Short interruptions in traffic flow may be permitted but must be scheduled and written approval seven (7) days prior to the planned interruption. k. Notify Facilities Director daily of the exact number and type of stalls that will be out of service. l. Be assigned specific area for construction equipment and materials to be used during this service. No other areas shall be utilized without prior consent of Facilities Director. m. Plan work and give notice to Facilities Director of its intent to move to a different work area at least seven (7) days prior to the date of the intended move. This is required to allow the notification of users of the parking structure, to avoid cars parked in Proposer’s area of work. n. Keep the project site and surround area free from accumulation of waste material or rubbish caused by operations under this contract. At the completion of the project, the Contractor shall remove from the project area waste materials, rubbish, Contractor’s tools, equipment, machinery and surplus materials. Contractor shall maintain streets and sidewalks around the project site in a clean condition. Contractor shall remove all spillage and tracking arising from the performance of the project from such areas and shall establish regular maintenance program of sweeping and/or hosing to minimize accumulation of dirt and dust upon such areas. If there is a failure of Contractor to clean up as indicated the College may do so and the cost thereof be charged to the Contractor. PAGE 5

Set Aside Participation (This proposal has a 0% Set Aside Goal) Under Connecticut General Statue § 4a-60g, Connecticut has an established and on-going commitment to providing equal opportunity to Connecticut small (SBE) and minority owned business enterprises (MBE) to contract as a contractor for the Connecticut’s purchased goods and services.
