Obligations of BESCOM <ul><li>BESCOM shall be responsible for operation, maintenance and repair/replacement of power supply system to New High Efficiency Pump (NHEP). </li></ul><ul><li>BESCOM had implemented HVDS with generally one transformer for one pump. </li></ul><ul><li>Each pump to have a separate meter physically located on the Distribution Transformer (DT). </li></ul><ul><li>BESCOM has installed switch capacitors on 11 KV systems. </li></ul><ul><li>BESCOM will make payments on a monthly basis to the ESCO based on the share of energy savings derived from the competitive bidding process. </li></ul><ul><li>Seek GOK support for implementation of proposed project; keep KERC informed and seek necessary KERC approvals, if any. </li></ul><ul><li>BESCOM will be obliged to provide the necessary hours of supply to the Feeders as per policy of GOK. </li></ul>BANGALORE ELECTRICITY SUPPLY COMPANY LTD

Obligations of ESCO <ul><li>ESCO shall also be responsible for financing, implementing and operating the project. </li></ul><ul><li>ESCO will be responsible for planning the New High Efficiency Pump (NHEP) procurement, installation, maintenance and repair/replacement during the contract. </li></ul><ul><li>The ESCO will be responsible for dismantling the old pumps and ensuring its disposal in a manner that it can not be used as irrigation pumpset anywhere in India. </li></ul><ul><li>The ESCO will be required to maintain a log of easily visible serial numbers and markings in the casting on the products. Technical Bid <ul><li>Statement of Qualifications : </li></ul><ul><ul><li>Company Qualifications – corporate bona fides of ESCOs and their capability including - Registration Statement; description of its line(s) of business including a profile of the financial and operating highlights of each, and the years of operation in India. </li></ul></ul><ul><ul><li>Proposed Approach – ESCO’s proposed approach; including its proposed project organization structure and team; use of innovative concepts, methodologies and/or technologies. </li></ul></ul><ul><ul><ul><li>It is preferred that the NHEP be the star-rated by Bureau of Energy Efficiency (BEE) or similar organization. </li></ul></ul></ul><ul><ul><li>Relevant Prior Experience – with other projects with characteristics that have a bearing on the proposed Ag DSM pilot project </li></ul></ul><ul><ul><li>Proposed Changes – any additions or changes that the ESCO would like to forward. </li></ul></ul>BANGALORE ELECTRICITY SUPPLY COMPANY LTD

Technical Bid - Evaluation <ul><li>Applicant with a score of 70 or more shall be declared as technically qualified. </li></ul>BANGALORE ELECTRICITY SUPPLY COMPANY LTD Criteria for the ESCO Points Objective Understanding of the Problem & Technical Approach 30 To assess the understanding of the problem, the effectiveness of the planned approach and relevance of prior work. Proposed Organization, Staffing and prior experience related to the project 50 To evaluate the strengths of the proposed team, including key project management members and technical specialists and the time and other resources that will be devoted to the project. Innovation & other factors 15 To judge the value of proposed innovations in improving the probability of achieving desired results from the Ag DSM project and to make allowance for other factors not previously contemplated that will have a bearing on project results Usage of (BEE) Star-rated pumpsets 05 Award of 5(five) points for proposed usage of five-star rated pump sets; 3 (three) for four-star rated pumpsets; and 1( one) for three-star rated pump sets. Pump sets below three-star rated no points shall be awarded.

Qualifying Requirement of Bidders <ul><li>Leading Irrigation Pump-set (IP Set) manufacturers/ suppliers, leading consultancy agencies, Energy Service Companies (ESCOs) and other similar businesses and entrepreneurs or consortium of ESCOS are invited to bid. </li></ul><ul><li>Qualify criterion are in next slides </li></ul>BANGALORE ELECTRICITY SUPPLY COMPANY LTD

Qualifying Requirement of Bidders <ul><li>Criteria for ESCOs / Consortium of ESCOs include the following: </li></ul><ul><ul><li>Demonstrated project management experience </li></ul></ul><ul><ul><li>Relevant experience in the electricity sector and/or in Ag DSM </li></ul></ul><ul><ul><li>Relevant experience in energy auditing, DSM or performance contracting </li></ul></ul><ul><ul><li>Recent representative experience on projects with similar technical and management characteristics </li></ul></ul><ul><li>Annual turnover criterion : </li></ul><ul><ul><li>For Pure-ESCO (Those companies who or their subsidiary/sister/group companies have no other business except energy services) – Rs. 50 Lakhs in each of the last three financial years. </li></ul></ul><ul><ul><li>For Companies other than the Pure ESCO – Rs. 3 Crores in each of the last three financial years. </li></ul></ul><ul><ul><li>In the event of bid by a consortium, this criterion is applicable for the Prime bidder only. </li></ul></ul>BANGALORE ELECTRICITY SUPPLY COMPANY LTD

Queries from Bidders BANGALORE ELECTRICITY SUPPLY COMPANY LTD Query Response Area and size of Pilot Each Feeder length ~ 18 km (2 feeders are under consideration), covers ~ 29 villages Efficiency of pumpsets in use Currently not measured . Pilot Study shows that new high efficiency pumpsets can save energy upto 40% – 60% providing similar quantity of water Pumpwise energy consumption, no of hours run, annual usuage Currently not metered. KERC assumes ~ 7300 units/ per installation/ annum. Internally, Bescom for energy audit purposes assumes 117 units/ hp/ month. Currently Bescom supplies 10 hrs of 3 phase supply Annual usage depends on various parameters and could be between 200 to 240 days in a year Pooled Power Purchase Price (“PPPP”) for costing the unit of energy saved. Will the price be same/ fixed for the entire contract period Assumed as per applicable KERC’s orders. For 07-08 it is Rs 2.65/ kWh. Should KERC revise the PPPP, the revised rate would be applicable How energy savings is measured Based on the Distribution Transformer Metering

Queries from Bidders BANGALORE ELECTRICITY SUPPLY COMPANY LTD Query Response How the efficiency of pumpsets to be assumed for the contract period To be based on the type of pumpset used and the manufacturer's specification Compensation for increased consumption on account of tampering, theft etc This is a HVDS feeder and the connections are through distribution transformer only. No hooking possible. Quality of input supply This is through HVDS along with attendant capacitor banks ensuring high quality of supply. Further as the state is part of Inter state ABT, frequency excursions are low Pumps meeting international requirements but doesn’t have ISI or BEE ratings RFP states that pumps should have ISI ratings (however, if international ratings are approved by BIS, then the same can be considered) Methodology for baseline RFP states that the baseline would be on the basis of kWh consumed and metered. This would provide objective measurement that can be verified by both the parties
