REQUEST FOR PROPOSALS (RFP) TO PROVIDE PROFESSIONSAL ENGINEERING SERVICES FOR PAVEMENT DESIGN ON VARIOUS STREETS WITHIN THE CITY OF LAKE OSWEGO The City of Lake Oswego, Oregon invites submission of proposals to provide professional transportation engineering services for various streets within the city. The successful Consultant will have demonstrable expertise in pavement design. INTRODUCTION The City has an ongoing commitment to improve the condition of City streets. In an effort to do so, it is necessary to determine the proper surface treatments for the following streets: Kerr Parkway – Boones Ferry Road to Hildago A Avenue – State Street to 10th Street Country Club Road – 10th Street to Knaus Road Boones Ferry Road – Kerr Parkway/Country Club Road to Portland City Limits Green Bluff Drive – Chapin Way to Skylands Drive Firwood Road – Boones Ferry Road to Waluga Drive Wembley Park Road – Country Club Road to Twin Fir Road Jefferson Parkway – Fosberg Road to McNary Parkway All of these streets are either arterials or collectors. SCOPE OF WORK A. Field Investigation and Testing 1. Adequate testing should be done to result in a pavement design for the streets listed above. 2. Testing shall include the use of a Falling Weight Deflectometer (FWD). 3. Pavement shall be surveyed to map areas of distress that is indicative of structural or subgrade failure. 4. Cores of the roadway section shall be taken to determine pavement thickness, materials in the pavement structure, and to classify and sample the subgrade soils. All exploration holes in the roadway shall be patched. 5. Traffic control shall be provided for all work within the roadway. A traffic control plan shall be submitted to the City’s Project Manager and approved prior to beginning work on the streets. Page 3 of 6 RFP-Engineering Services for Pavement Design
  4. 4. B. Design Analysis and Report 1. Traffic classification counts shall be supplied by the City. 2. A written report prepared by or under the supervision of a licensed Oregon Civil Engineer, shall be submitted to the City’s Project Manager that shall include all test results and findings and the design recommendations for the streets listed above. Three (3) copies of the report shall be submitted to the City’s Project Manager. COMPENSATION The City will compensate the Consultant for services provided under a task-based contract with a not-to-exceed cost ceiling. Progress payments will be based on individual hours billed pursuant to the approved personnel-loading chart which identifies all assigned personnel, hourly rates and services for both the Consultant and any sub-consultants/contractors plus allowable expenses. Should the total fees earned, based on individual hours billed to individual tasks plus allowable expenses, at the completion of all deliverables, be less than the not-to-exceed cost ceiling, only the total fee earned will be paid to the Consultant. The hourly rates plus allowable expenses will include all direct and indirect costs and profit. No additional compensation shall be paid. Normal and frequent office costs including information technology (including computer time and CAD services and other related highly specialized services), photocopies, phones, facsimiles, computer equipment, postage, parking, fringe benefits, payroll bonuses, autos and other perks, telecommunications, deliver/courier services, general business and professional liability insurance, leasing of office equipment, travel costs within a 50-mile radius of either the City of Lake Oswego or the Consultant’s project office, and miscellaneous expenses of a minor nature shall be considered incidental costs to be included in the hourly rates and non-billable as separate expenses. Direct expenses that are billable will be limited and will be specifically listed in the contract along with rates that will be paid without markup. Sub-consultants/contractors services shall be paid at cost plus an amount not to exceed five (5%) percent. Compensation for sub- consultants/contractors shall be limited to the same restrictions imposed on the prime Consultant. PROPOSAL REQUIREMENTS Consultants are encouraged to provide clear, concise proposals that contain only the information required to respond to the engineering needs of this project. Each proposal shall include the following information: A. A detailed description of the consultant’s approach to accomplishing the tasks described in the Scope of Work.   5. 5. and that should be considered for inclusion in a final scope of services for the benefit of the project. B. Based upon the preceding Scope of Work and suggested additional tasks, propose a detailed project schedule. C. Provide a fee schedule for all the services that may be required for the work. D. Any objections to the City’s standard form of personal services contract. SUBMISSION OF PROPOSALS Submit three (3) copies of the written proposal to the Public Works Department – Engineering Services located on the 3rd floor of Lake Oswego City Hall, 380 A Avenue, Lake Oswego, Oregon no later than 3:00 PM, local time, on Tuesday, November 3, 2009. All proposals shall be time and date stamped at the time of delivery. Proposals shall be labeled to the attention of Crystal M. Shum, P.E., Associate Engineer. Proposals received after the close of the proposal period will be considered non-responsive and will be returned unopened. EVALUATION OF PROPOSALS Proposals will be evaluated by a selection team consisting of Lake Oswego Public Works – Engineering Services staff. During the evaluation process, the City has the right to require any clarification to understand the consultant’s approach to the project and view of the scope of work. Any changes to the proposal will be made before executing the contract and will become part of the final personal service contract. (The evaluation criteria shall not consider any objections the standard form of personal services contract. However, after the highest-ranked Consultant is determined, the objections shall be reviewed by the City Attorney’s Office and an effort will be made to resolve objections. If, in the opinion of the City Attorney the objections to the standard form of personal services contract cannot be agreed to by the City, or acceptable alternatives agreed to, the highest-ranked proposal shall be rejected and the next-highest-ranked Consultant shall be contacted and an effort made resolve objections as aforesaid. This process may be repeated until a Consultant and the City reach agreement on the terms of the personal services contract.) If awarded, the City will award a contract to the consultant whose proposal would be most advantageous to the City. All firms will be notified of the result of the selection process. The City reserves the right to reject any or all proposals. The City also reserves the right to waive any non-material irregularities in any proposal. The selected firm will be expected to execute a personal service contract with the City containing the City’s standard language and requirements unless modified, but including general and professional liability insurance. Material submitted by proposers shall become property of the City unless otherwise specified. All proposals may be reviewed and evaluated by any person at the discretion of the City. If discrepancies or omissions are found or there is doubt as to the true meaning of any part of this RFP, a written request for clarification or interpretation shall be submitted to the project manager, no later than October 26, 2009. The City of Lake Oswego has the right to modify, revise or withdraw this RFP. Any change to this document shall be made by written addendum by the City. A copy of any addendum will be sent via US mail, electronic mail, or facsimile to all requesters of the RFP that provide their contact information to Crystal M.
