On August 3, the U.S. Environmental Protection Agency (EPA) issued the Clean Power Plan Final Rule (CPP). Energy efficiency measures are projected to be an important component of state compliance strategies. In this webinar, Sarah Dunham, the Director of the EPA’s Office of Atmospheric Programs, discusses the treatment of energy efficiency in the CPP. Ms. Dunham – along with other representatives from the EPA – also answers a range of questions regarding the role that energy efficiency might play in state compliance plans, focusing on salient questions arising from the final emission guidelines, Technical Support Documents, EPA’s Draft Evaluation Measurement & Verification (EM&V) Guidance, the Clean Energy Incentive Program, the Federal Plan, and the Draft Model Rules. A number of these documents are currently out for public review and comment, and have significant implications for the ways in which states might use energy efficiency for compliance with CPP emissions goals.
