Government contract assistance to Prime Contractors and Subcontractors is our specialty. MBTC offers cradle to grave
acquisition support services, solutions, and professional management expertise.
MBTC was established in 2016 by Mary Brinkley. She has over twenty years of experience that includes roles in large, mid-
tier, and small nationally-recognized organizations. She has extensive knowledge of Federal Acquisition Regulations and
General Services Administration (GSA) Schedule contracting. Her experience spans the complete life-cycle of government
contracting and includes senior management positions in strategy development and operations management.

Subcontract Management:

Commercial Infrastructure
Review, develop, and negotiate contracts, subcontracts, teaming
agreements, non-disclosure agreements, orders and various
contractual documents. Handle basic and complex contractual
arrangements through government and commercial contracting
vehicles.
GSA Schedule Services
Provide GSA Schedule management services, including
obtaining and managing GSA schedule contracts. Modification
preparation, contracts review, compliance and reporting.
Pre-Contract
Review and interpret request for proposals, assist with the
development of the Technical and Cost proposal. Provide
strategic and tactical advice on contracting issues, including cost
allocation and allowability, risks, and pricing. Coordinate with
business units to provide proposal support and inter-company
transactions. Participate in company contract and proposal
reviews.
Post-Award
Interact with program managers and technical staff, develop
spreadsheets to track funds, discuss and resolve contract and
subcontract issues. Resolve revenue issues, Request Equitable
Adjustments, review contract for compliance.
Close-Out
Closeout contracts and subcontracts in accordance with FAR
regulations. Develop closeout package, reconcile funds, and
verify deliverable acceptance.
