Legislation introduced in Oct 2014 by two Philadelphia area state senators, Andy Dinniman (Democrat, Chester) and John Rafferty (Republican, Montgomery), that will assess a fee on new and possibly re-purposed pipelines that go through "high consequence" communities--like the Philly area. Some 90% of the fee would stay local--50% to the county, and 40% to the town or city. The new fee would result in multi-millions of dollars of extra cost for any given project. It's a cleverly disguised move to stop pipelines which would then stop drilling in the PA Marcellus.
