Abu Dhabi PT program for cranes inspection - Dr. Rehab Al Ameri

The 3rd GCC Laboratory Proficiency Conference is organized as part of the strategic orientations of the GCC Standardization Organization (GSO) for the development of the standardization and quality infrastructure, thereby contributing to the development of commerce and industry and to the support of national economy in the GCC member states. Since the field of proficiency testing is newly introduced in the GCC member states and as the infrastructure of laboratories has not yet taken the shape of national or regional organizations representing the laboratories and reflecting their requirements, GSO is in need of meeting with a considerable group of laboratories to explore and prioritize GCC member states’ requirements in terms of the fields which must top the list of the fields to be developed and upgraded. Based on the study conducted by GSO during 2011 on the status of proficiency testing activities in the member states which shown that the laboratories operating in the member states are in need of a unified data center on proficiency testing activities, GSO organized two conferences in 2013 and 2014 on the subject. The conferences scored high rates of success in terms of the selected scientific material, quality of speakers and the targeted audience. Accordingly, GSO conceptualization of the method of coordinating and upgrading the activity of proficiency tests in the GCC member states included a recommendation on the organization of annual training courses and awareness symposia by the GSO on the fields of proficiency tests. This year’s Conference will be held in Dubai during two days the 24th and 25th of March 2015, and will coincide with the annual Analytical Industry exhibition ARABLAB which will be held in Dubai during the period 23 – 26 March 2015.

Cost of lifting equipment fatality
• 2008-2009, the economic cost of injuries and illness in Australia (construction sector) AUD6.4 billion = 23.2%
of operating profit (Safe Work Australia, 2012).
• In 2012, Wrightson also reported that the total cost to Washington from construction, crane-related deaths
and injuries for the three years (2008-2010) was US$ 762 million.
• Direct Costs include payments for hospital, financial compensation, physician and allied services. Wrightson (2012)
& Waehrer (2007)
• Indirect Costs refer to victim productivity losses, employer productivity losses and administrative cost
associated with an occupational accident.
• Quality of life Costs refer to the value attributed to the pain and suffering of victims and their families
together with market reputation.

  • 2. 2 Cost of lifting equipment fatality • 2008-2009, the economic cost of injuries and illness in Australia (construction sector) AUD6.4 billion = 23.2% of operating profit (Safe Work Australia, 2012). • In 2012, Wrightson also reported that the total cost to Washington from construction, crane-related deaths and injuries for the three years (2008-2010) was US$ 762 million. • Direct Costs include payments for hospital, financial compensation, physician and allied services.   • 11. 11 Project’s teams Started from June 2013- executed on September 2014 QCC CABS: 1. Dr. Rehab AL Ameri ( Senior Specialist Conformity Assessment Body Services). 2. Eng. Osama Melhem (Senior Specialist Capability Development). LEEA instructors: 1. Mr. Andrew Wright (Learning & Development Manager). 2. Mr. Craig Morelli ( LEEA Technical Instructor).
  • 12. 12 Methodology Total of 25 inspectors representing 17 inspection bodies from Abu Dhabi, with different diversity ( age, qualification, years of experience and nationalities ). 8 stations comprise with 8 items. Note book, measuring tools, pen, pencil, flash torch, lenses, certificates of each tool, report forms, cloves, sanitizer, first aid box and a written instruction on the Proficiency Testing all provided. Each inspector will randomly inspect 2 stations. Both two stations compose of similar lifting accessories with a different design defects. A total of 90 min given equally to all inspectors for each station. Each inspector should thoroughly examine and provide LEEA instructors with a final report from the inspection process. Next day, Inspectors were grouped based on the stations they previously inspected and discussion between them to identify their practice (right or wrong), gaps, stereotyping mistake and harmonizing inspection process, reporting and decisions. Final session with LEEA instructors and QCC seniors with a delegates on common mistakes during the inspection process, constrain and challenges facing inspection body in Abu Dhabi market, solutions and recommendations

  • 21. 21 Conclusions and Recommendations • Technical Regulation is essential to complete the cycle in enhancing the competency of inspection bodies by allowing fair competent safe market. • Harmonized check list with minimal criteria to be checked during inspection process is fundamental. • Adopting this PT program as a tool to assess sustainability of inspector’s competency and inspection process and to give better evidence to accreditation body is highly recommended. • Personal certification of inspectors is an essential requirement prior practicing inspection. • Accreditation alone is not the only element that ensure competency of inspection bodies. • Accreditation and personal certification are having a synergetic effect on the final judgment of the inspectors, however, not the only tools that can ensure the positive outcome and correct decision from inspection process.
