MicroStart, a global initiative by the United Nations Development Programme and implemented in Egypt by the Social Fund for Development (SFD), with ACDJ/VOCA as the Technical Service Provider, aimed to strengthen the capacity ofthree Micro Finance Institutions (MFls) in Fayoum governorate to provide loans to the active poor, especially women. Prior to this, Mr. Ismail served from 1994-1996as Credit Specialist for another successful ACDJ/VOCA initiative: the Rural Cottage Industries Development (RCID) project. RCID aimed to increase women's participation in rural economic developmenf through implementing programs in association building, business training and credit. During his assignment with MicroStart, Mr. Ismail has proven to be a very resourceful and effective manager. He has assisted the partner MFls to develop the MicroStart credit methodology, achieve 100%operational and financial sustainability, leverage their equity, develop strategic and business plans and design their operational system and operations manuals. He has provided classroom and on-the-job training to MFI staff at all levels and training transfer to key SFD Micro Credit Unit staff. He has also developed many innovative concept papers for the SFD, including a new mechanism to work as a wholesaler or as an investor in equity. In the course of undertaking these tasks, Mr. Ismail has exhibited goodjudgment and planning skills, initiative and a good ability to work with partners as a team player. Mr. Ismail not only succeeded in achieving all MicroStart objectives but he also developed an enviable model for work with local MFls. Based on MicroStart's success, the SFD wants to use it countrywide as a model ih their micro credit activities. It has been a pleasure to work with Mr. Ismail.
