POLICY All GM Authorities now starting to focus on social value in procurement: GMCA – currently drafting theirs constitution which looks likely to include 20% weighting on SV STAR Procurement Strategy (Stockport, Trafford, Rochdale): – Training procurement personnel in social value - Analysing spend data to produce baseline info re: local SMEs and social enterprises, with a view to increasing spend in these areas in future. Salford City Council – Lots going on, including recent publication of its first social impact report and Salford Social Value Alliance developing and launching its 10% better campaign. Manchester Council, - 20% weighting attached to social value in all tenders. Bury – led on the banking contract (awarded to Barclays), extracted social value to a notional value of £80,000 on a £75,000 p.a. contract. Tameside led on procurement that led to the appointment of tier one Oldham Council & Wigan Council’s have all published their own SV Procurement strategies or frameworks – all aligned to the GM SV Procurement Framework.
