The head of Sinag adds that the government must step up its anti-smuggling efforts if it is serious in helping the nation’s rice farmers. Euro was weaker -0.54% today by the close, trading around 1.3606 by end of day, after trading between an intraday high of 1.3681 and low of 1.3582. Thai baht was weaker -0.27%, trading at 32.864 at the close of business. Indian rupee was weaker -0.05% at 61.5462. Brazilian real was -0.40% weaker than the open at today’s close, when it ended at 2.3594 reais per dollar. Pakistan rupee was +0.40% stronger at 105.4275. Vietnamese dong was -0.04% weaker, trading at 21090. Mexican peso was -0.93% weaker today, when it traded at 13.2127 pesos per dollar by the close of business today. The demand at these levels hasn’t been material. As of today, offers were unchanged near $15.55-$16.66 per fob farm (about $343-$367 per ton), depending on where they are located in the U.S. mid-South, for January through March shipment. Bids from larger mills increased back to around $15.15 per cwt (about $334 per ton) while bids from exporters were unchanged around $15.15-$15.65 per cwt (about $334-$345 per ton), both for January through March delivery. Smaller mills are said to be bidding around $16.00 per cwt (about $353 per ton) for delivery before April. India’s rice stocks in the central pool stand at around 29.85 million tons (including milled equivalent of about 15.15 million tons of paddy rice) as of January 1, 2014, which is down about 7% from around 32.22 million tons recorded on January 1, 2013, according to data from the Food Corporation of India (FCI).However, month - on - month, India's rice stocks in central pool are up about 6% from about 28.19 million tons recorded on December 1, 2013. Current rice stocks in India’s central pool are more than two times the required buffer and strategic reserve norms of around 13.8 million tons of rice for this time of the year.According to the FCI, total food grain stocks with India’s central pool have also declined to around 58.3 million tons as of January 1, 2014, down about 13% from last year. Wheat stocks stand at around 28.05 million tons as of January 1, 2014, down about 18% from last year. Jan 15, 2014 Brazil's state agency CONAB offered 94,694.13 tons of paddy from the 2008-09 crop year in four different auctions on January 14, 2014 and sold about 85,185.766 tons (equivalent to about 90%) of paddy offered.In the first auction, CONAB offered about 38,054.325 tons of paddy and sold about 37,114.225 tons paddy at an average price of about 697 reals (about $295) per ton. In the second auction, it offered about 1,434.320 tons paddy and sold about 569.797 tons at an average price of about 698 reals (about $266) per ton.In the third auction, CONAB offered about 37,908 tons of paddy and sold about 36,492 tons of paddy at an average price of about 684 reals (about $290) per ton.In the fourth auction, CONAB offered about 17,297.487 tons paddy and sold about 11,009.744 tons paddy at an average price of about 683 reals (about $289) per ton. Tags: Conab paddy rice auction Thai Government Delays One Million Ton Rice Sale to China amid Legal Questions over Government 'Caretaker' Powers Jan 15, 2014 The caretaker government in Thailand has delayed the sale of one million tons of rice to China amid farmers' protests and confusion over the powers bestowed to Thailand’s caretaker government. Funds needed to pay farmers for paddy rice may be in jeopardy as the sale is put on hold, creating a negative feedback loop for Thailand’s rice mortgage scheme and political stability. The caretaker Thailand Commerce Ministry has sought permission of the Election Commission (EC) to sell rice to China, but the written response from the EC is vague and has not specified the prices and periods of shipment, according to the Commerce Minister. The minister added that the government agreed to ship one million tons of rice to China over a period of one year, but the EC's response indicated that the caretaker government cannot make long-term commitments that would affect the incoming government. The powers of the caretaker government are now trying to be sorted out.The Commerce Minister said the hold on the sale should not affect payments to Thailand rice paddy farmers as the government is waiting for approval from the EC for a 30 billion baht (around $3.96 billion) loan from the Bank for Agriculture and Agricultural Cooperatives (BAAC) to pay for the 2013-14 harvest season. However, if the loan falls short or falls though, the Thailand caretaker government may struggle to pay farmers and maintain domestic stability. Brazil’s paddy rice production in 2013-14 is expected to reach about 12.351 million tons, according to the latest data by National Grains Supply Company (Conab), up about 1.1% from December’s forecast of about 12.22 million tons and up about 5% from last year's production of about 11.75 million tons. Most of the upward revision to last month’s forecast is due to better expectations for both rice acreage and yield.The average paddy yield in Brazil for 2013-14 is forecast to reach at about 5.08 tons per hectares, up about 0.6% from last month's forecast of about 5.05 tons per hectares and up about 3.4% from about 4.91 ton per hectares estimated last year. Meanwhile, Brazil's paddy acreage in 2013-14 is forecasted to reach about 2.432 million hectares, slightly higher from last month's projection of about 2.421 million hectares and up about 2% from about 2.391 million hectares in last year. Tags: Conab paddy rice auction, brazil paddy rice Can’t Buy Votes if You Can’t Pay Farmers: Political Turmoil in Thailand Simmers Just Two Weeks before Elections Jan 15, 2014 Thailand is scheduled to hold national elections on February 2 and disagreements about how the nations should be governed are escalating. Political analysts say domestic unrest is likely to rise and a coup isn’t out of the question. An explosion hit the Bangkok home of the leader of the main opposition Democrat party, though the house was empty at the time and the device was said to be more like a firework than a bomb. The party head has boycotted the February elections and has voiced support for street protesters. Meanwhile, the Thai caretaker PM Yingluck is working in government offices outside the capital and has rejected calls to step down, saying she seeks to uphold the democratic process. This week protesters have marched up to several government ministries, demanding that government offices be closed down and threatening to cut water and electricity to government officials’ homes if their demands aren’t met. It now seems a growing number of Thais are taking action to essentially chase Thaksin's influence including his ―puppet‖ sister caretaker PM out of Thailand for good. The Pheu Thai Party tried to ―buy‖ Thais with programs like the government rice scheme, but the government's inability to actually pay rice farmers for their paddy has backfired. Local sources say this is the first time farmers haven’t received payment for paddy they’ve sold the government. Thailand’s National Anti- Corruption Commission (NACC) will tomorrow bring formal charges against suspects – including politicians and government officials - allegedly involved in corruption related to the rice mortgage scheme.
