European small and medium-size enterprises (SMEs) as well as large corporations--whether already operating internationally or seeking to branch out to other countries and markets-- face multiple constraints to engage in trade abroad and to localise their products and services to other countries, mainly as a consequence of legal and language barriers. Lynx will provide more effective ways of accessing huge amounts of digital regulatory compliance documents, including legislation, case law, standards, industry norms and best practices. In particular, this solution envisages an ecosystem of smart cloud services to better manage compliance documents, based on a Legal Knowledge Graph which integrates and links heterogeneous compliance data sources.

- 4. BACKGROUND • SMEs and large corporations face multiple constraints to trade in the EU and to localize their products and services • The reason is due mainly to legal and language barriers across Europe • Europe is fragmented into legal silos and linguistic islands (which intensifies when reaching out worldwide) • Companies wishing to operate in a new market must: > Comply with applicable legislation (European, national, regional, local) >> Implement different standards (e.g., ISO, AENOR, DIN) >>> Follow sector-specific practices • Thus, dealing with legal and regulatory compliance data is a cumbersome task delegated to expert legal and consultancy firms

OBJECTIVES • Provide more effective ways to access huge amounts of digital regulatory compliance documents – including legislation, case law, standards, industry norms and best practices. • Develop an ecosystem of smart cloud services based on a Legal Knowledge Graph that integrates and links heterogeneous compliance data sources. • Enable smart search, smart assistance and smart referencing of case law, as well as artificial intelligence technologies and machine translation of regulatory compliance documents. • Offer a legal information & knowledge one-stop shop service.
