Medical Eligibility Unit & CAC/Medicaid Expertise Supervisor(Acting Manager)
In charge of reconstruction of unit for processing insurance applications for patients
admitted and outpatient visits to the Emergency Department without medical insurance
thru the Affordable Care Act.
Support and supervise Certified Application Counselors for the Affordable Care Act
(ACA) for New York State of Health insurance.
Assist and participate in all update Affordable Care Act seminars and webinars. Meet
with staff to share new developments and updates including new forms, phone contacts,
improvements and updates to the Marketplace (ACA online web page) to improve the
development and approval.
Review and clear for billing of all insurance applications approved thru the Marketplace
for patients admitted and Emergency room visitors after downloaded by staff. Review
of all Self-Pay admitted in a daily basis for prior admissions, insurances on file, check
thru demographics for Medicaid, Medicare, BC/BS before assign them to the staff to
work. Several times in absent of staff I will take over the admission and do the
application for patient (and family if applicable) thru the Marketplace. Keep records of
quantity and quality of applications approval and denials thru the Marketplace and
review with Director of the Department.
In addition, all the responsibilities below as a Patient Financial Supervisor were included
once the Manager was removed from the department and I took over in full force.

Monitoring and assisting staff on Medicaid application for in-patient, insurance verification,
downloading and clearance for billing. Review cases prepared by staff before send to the
Medical Assistance Program for Medicaid approval (Code 1)
Maintain records of employees’ attendance, growth and development. Including employee’s
annual evaluations, records of conferences, union, Labor Relation and Department of Labor
issues, trainings on new system programs and new state and hospital laws and regulations,
annual physicals and any other issue regarding the running of the department.

Search for localization and information pertaining patients discharged pending financial
clearance. Ex: Patient’s active medical coverage(self, spouse or guardian); correct
demographic, prior hospital visits, address, phone number, place of work
Assist Social Workers, VNS and Doctors with patients to be transferred to other facilities
regarding medical insurances, placement, families counseling and other needs
