  1. 1. Alps4EU Final conference INTERNATIONALISATION OF CLUSTER INITIATIVES THROUGH META-CLUSTERS Alessandro MINELLO Economics and Management School Ca’ Foscari University - Venice Email: BRUSSELS, January 16th 2014
  2. 2. Several tendencies in the cluster evolution Drop in the number of firms Small rate of start up Growth of KIBS Cluster changes Reenginering of local and global network Diversification in the specialization Hierarchization/ concentration 2
  3. 3. Towards a growing presence of networks in the Alpine Space Network of clusters (Metacluster) Networks of firms of different clusters Networks of firms outside the clusters Network of several firms inside the cluster Some networks will overlap one another… 3
  4. 4. The “co-location view” of the Sportsystem cluster in Montebelluna 4
  5. 5. The “relationship view” Innovation relationships in the Sportsystem cluster Montebelluna 10-15% of firms hasn’t relations; they are colocate but not linked Source: alessandro minello, 2010 5
  6. 6. What is the challenge for the Metacluster? Overcome the gap model… Source: GCIS 2012 study 6
  7. 7. The three pillars of cluster organizations Source: GCIS 2012 study 7
  8. 8. What are the metacluster goals? Speed up the cluster competitivene ss Foster innovation at cluster and intercluster level Rise cluster’s visibility Metacluster Provide cluster with new market opportunities Improve skills and human capital endowment Support the process of cluster internationaliz ation 8
  9. 9. Possible themes for a Metacluster Metacluster should concentrate more on speficific field than sectors; It could join different cluster sectors Source: GCIS 2012 study 9
  10. 10. Cluster manager contacts with other persons in various sectors (Europe) There is a need to improve the “intercluster” frequency of contacts, and with other institutions and international markets Source: GCIS 2012 study 10
  11. 11. Very important for the metacluster construction Level of priority for types of collaboration promotion Source: GCIS 2012 study 11
  12. 12. How to build the metacluster Assessment/ evaluation and accountablity To develop a higher Network culture Top down approach General Proposals To share To act, in the beginning, at pilot project There is no a one-fit for all solution, but a good coordination of different paterns of metaclusters To aggregate Pick up needs and availabilities Bottom up approach To establish a Laboratory for doing research, relationships mapping and to promote actions 12
  13. 13. We have to develop “commons” at Metacluster level Continous traffic (cross- Trust Structure for networking Identity boarder projects) 13
  14. 14. Overcome the financial gap: financial sources of cluster initiatives in Europe Today about 60% of financial resources comes from public bodies Most of them are targeted to projects We need support for the management of structures as well (to cover fix costs) Source: GCIS 2012 study 14
  15. 15. Need of a better coordination with regional and national development programs Source: GCIS 2012 study 15
  16. 16. What are the EU key cluster messages? We have to develop World Class Clusters We don’t need new clusters but better clusters We need clusters of better quality We need strong and competitive clusters World class cluster relates to: •  The existence of favourable cluster-specific framework conditions; •  The strength and dynamics of cluster firms and related actors; •  The quality of cluster management. 16
